Explanation: Also known as a "blowout preventer stack," it consists of an assembly of heavy-duty valves atached to the top of an oil-well casing, and its purpose is to control the well's pressure. -- I do quite a lot of oil- and gas-related translation, and I've never seen "BOP" in any other context. Could you perhaps quote the context which implies that it refers to (national) energy consumption? (In a general economic setting, "BOP" could refer to a country's balance of payments, but without more context it's very hard to make a definite determination.) Best regards, HC
