Terrain which is not classified ("reclassified" in the argot) may be so for harmless reasons (oversight, distance from central places or places of interest, large investment implied, etc.) but it may be so as well for VALID TECHNICAL REASONS (old riverbed, avian migratory refuge, etc.). For this reason, it is always better to have terrain reclassified before anything starts.
