They have to do a "ripado" of the existing tracks so as to increase the space between them from 3.5 to 4.0 metres. Ripping up? or does this have to do with "ripio"?

I finally put relaying, by mathematical deduction (substitute a value for X, read it again, see if it adds up). You weren't far off at all.

I seriously doubt the term is related to "ripio". It smacks of being an Anglicism, so I think you're on the right track w/"ripping up".
