Explanation: Simon & Schuster's gives: "puquio" (South American usage) as a "spring" of water. That's exactly the same thing as "ojo de agua". I suggest it's just a local Peruvian term for the same thing except that "puluquial" would be pertaining to, or derived from a "spring" .
