The Environmental Cleanup Responsibility Act (ECRA) was a piece of legislation enacted in 1983 by the U.S. state of New Jersey, and retitled in 1993 as the Industrial Site Recovery Act (ISRA). Connecting it to Portuguese engines or motors is a bit of a stretch, to say the least. Moreover, "ECRA" covers a surprisingly large number of organizations: Episcopal Caring Response to AIDS, the Ethical Consumer Research Association, the Early Career Research Awards program, and the Elkhart County Radio Association, to name a few. -- On another tack entirely, would it fit your context to describe the motor as an (electrically) "shielded motor"?
