Explanation:
Ball joint is the closest term here, but I think that the idea is to "isolate" the vibrations of the equipment from its support structure, so another device used in this case is an "Isolation or Resilient mount".

Hoping to help.

Explanation:
Very literally: "Cable Suspension Chain: Including a ball-joint that serves as a coupling between the hinge joint of the insulator and the suspension clamp, etc."

Here it helps to visualize the towers that support overhead power transmission lines -- specifically, the arms of the tower. The upper ends of the chains that actually support the transmission lines are attached to the outer ends of the tower arms, and these chains are equipped with the hardware described in the Spanish specification.

Some useful (physical book) references:
Electrical Power Distribution & Transmission, by Luces M. Faulkenberry;
Electrical Characteristics of Transmission Lines, by Wolfgang Hilberg;
IEEE Guide to Installation of Foundations for Transmission Line Structures (IEEE Standard No. 977-1991), published by the Institute of Electrical & Electronics Engineers; and
IEEE Standard Design Manual for High Voltage Transmission Lines
