descolgar, according to the Vox dic. means bajar (lo que está colgado), which makes me think that this is talking about lowering the girders from some kind of overhead gantry, which rests on the piers (supports) of the future bridge. So, the sentence would be: the total depth of the top slab is 36 cm, the lowering of the girders is 19 cm.
