By definition, a "reserve" is a quantity that is not currently in use, but has been set aside for use under certain specific conditions. For an electrical-power company, the obligation to "cover the rolling reserve" refers to the obligation to arrange what are known in the U.S. as "rolling blackouts" or "rolling brownouts"; i.e., reductions in power, usually during very late-night and early-morning hours, in selected areas in order to save energy.
