Spanish term or phrase: porteador
The text includes frequent references to both
"acarreador" and "porteador".
I'm pretty sure both of these would be "carrier", but in the second instance below (marked with **), I'm wondering if "operator" or something else might help avoid confusion if (?) a distinction is being made between the two:

TelCom operaba bajo el número de identificación de acarreador, "carrier identification code" (CIC), de tres dígitos a través del porteador San Thomas/San Juan hasta marzo. Dicho número de acarreador facilita el acceso de los consumidores a los servicios que ofrece el *porteador* de determinado CIC, tanto al acarreador de servicio conmutado local como al proveedor de servicios de acceso interestatal.

My version:
Said carrier code allows consumers to access the services offered by the **operator/carrier** of a given CIC, including local exchange service carriers and inter-state service providers.
