The text is describing two roles in the factory where the bags are manufactured.

Sr. xxx es cortador, y Sra. yyy oficial de mesa”.

If I had to guess I would assume that "oficial de mesa" is a "table supervisor" or "table overseer" ... but I don't want to assume.
