this appears in two phrases:

Salones ejecutivos de convenio
and
El acceso de pasajeros de convenio pudan variar...

Is this 'courtesy lounges' and 'courtesy passengers'?

Explanation:
If the material you are translating is anything like the "Frecuenta" page on the Mexicana web site, then you may want to compare their Spanish language page:

with their English-language page:

http://www.mexicana.com.mx/mx2/english/frecuenta/clientedist...

You will find the expression "Salones Ejecutivos de convenio" translated simply as "Executive Lounges."


Notice also that the expression “de pasajeros de convenio pueden” evaporated in the trasnlation. The sentence “Nota: Las políticas de acceso de pasajeros de convenio pueden variar de un salón a otro dependiendo de las ciudades” was translated to “Note: Policies for admittance to contracted lounges may vary according to city.” If you insist on a full translation, “pasajeros de convenio” could conceivably be translated to “member passengers.” These would be the passengers who enroll in the various frequent flier programs
