"hallaron [sustancia] distribuida en x cantidad de tulas"
"implementando el tuleo en el contenedor para transportar [la sustancia]"

De un puerto en Colombia donde se encontró una sustancia oculta dentro un cargamento legítimo.

De wordreference.com entiendo que "tula" se refiere a un saco tipo mochila. Lo que quiero confirmar es si se suele colocar dentro de los contenedores de carga una mochila con herramientas o algo parecido, que vendría a ser "el tuleo".

Explanation:
The technique, used by drug traffickers to smuggle considerable amounts of cocaine, is known in Spain as "gancho ciego" or "gancho perdido". It basically consists of exploiting lawfully transported goods , usually originating in South America, to send large quantities of narcotics.

According to the DRAE, "tula" is like the game of tig or tag... which is a nin sequitur in thsi case.

neutral  Charles Davis: In Colombia tula means "bolsa de viaje alargada y de material resistente, con un asa en la parte superior" (Dic. Am.), but I can't find any references to "tuleo".
