I know what por encima is, but I never heard of encimera. חלק עליון? מכסה?

מכסה
Explanation:
This is the definition of the RAE:
encimero, ra.
2. f. Superficie plana, de material resistente, que forma una especie de aparador sobre los muebles bajos de las cocinas y cuartos de baño.

It sounds to me like the “counter top” used in North America, that can be of various material (laminate, marble, granite, according to budget) or the “formaica” that was, and maybe still is, in use in Israel.
