Им пользуются, когда точно не знают, кто будет читать письмо, вместе с тем хотят подчеркнуть уважение. -------------------------------------------------- Note added at 2 hrs (2016-12-20 18:47:28 GMT) -------------------------------------------------- Просто по-русски трудно сформулировать - поэтому взял самый близкий вариант. Это будет звучать наверное как "уважаемый получатель/уважаемое заинтересованное лицо/с уважением к заинтересованной стороне". Используется для связки преамбулы и основного текста.
