Я правильно понимаю, что это можно перевести как:

Explanation:
Он становится (пренебрежимо) малым, если сравнить его - т.е., вероятность незначительных убытков - с предположительно положительными контрольными показателями.
Возможно, подходящей формулировкой было бы "риском можно пренебречь".
