Paul, this is what I'm using in a computer-controlled electricity distribution document, although the translation is purely for speed (client instructions not to be too fussy). Having worked on a related document before, I think a 'balansansvarig' is either a company or an individual working at that company, responsible for ensuring that the balances, i.e. amounts of electricity received, consumed, etc. are correct. Please note that this answer is for INFO PURPOSES ONLY (in case you're doing part of the same doc.), and is not necessarily a correct translation.

balance holders / balance participants

I think that a "balansansvarig" is a company or organisation, not an individual. This organisation signs an avtal with systemansvariga myndigheten to help maintain the balance between supply and demand in the electricity network (grid). That balancing work itself is of course carried out, as Sven suggests, by a balancing engineer. But I think the engineer is an employee of the "balansansvarig". See refs. The best term is probably "balance participants", but it is quite a mouthful, and "balance holders" seems to be an accepted term.

Point of grammar: balansansvarig should of course be balance holder, not holders (though in reality there are a number of balance holders in the electricity market.
I have also seen balansansvarig translated as \"a balance responsible\" - a very Swedish construction not possible in English - responsible can only be an adjective, not a noun.

Another reason why I think a \"balansansvarig\" is a company or organisation, not an individual:

I ett brev från Svenska Kraftnät till samtliga balansföretag den 12 juni 2002 erbjöds företagen att ingå avtal med oss om att vara beredd att vid behov bli anvisad balansansvarig. Vi har till dags dato fått in intresseanmälan från fyra företag.
