Commom/usual expression. Usually used for water. Example : \"Fukta såddens yta med en fin vattendusch\" (garden mould).
In our case, however, it is used to describe the process of sprinkling \"skum pulver\".

But no, its a mistake ! It describes the process of sprinkling water off course and not \"skum pulver\". There should be a comma after (CO2) !
