Good question ... us mere mortals would of thought things were as simple as you suggest.

But, you can go with the EU journal here for some interesting reading -- though I'm unsure the effect of the statement "Language of the case: Bulgarian."
One instance of your term in the Swe text and several instances of 'strömmätare' -- in a case where the consumer apparently doesn't trust the supplier...

The Eng has my suggestion.

Then there's this one about your other term "Det pratas mycket om ”debiteringsgodkända” mätare, trots att vi bara

Explanation:
I agree with Dean, "kontrollmätare" is an inspection meter for providing information, whereas I surmise that a "debiteringsmätare" is a specialised meter providing information specifically required for, or in a particular format for, charging the customer.

Also, the meaning of a "/" character can mean "and" or "or" or a separator for synonymous terms, so it maybe that the author is simply presenting two synonymous terms and they are basically the same typ of meter?
