Swedish term or phrase: Folkskolan
Folkskolan i Sverige

Ie not just the term "Elementary school" or such. I'm looking for a terms that is established and covers the concept of this "people's school", in this particular case in the late 1800s, early 1900's. Any ideas?

English translation:Folkskolan (Elementary school)
Explanation:
Folkskolan seems to refer to elementary-level schooling. However, the term can't really be considered as applying to all elementary-level school instruction; rather, it was a specific type of elementary school limited to a certain time period. On that basis, my incliniation would be to retain the original Swedish term in the translation, either including the English qualifier afterward or perhaps including an explanatory note.

universal primary education

Explanation:
This might be too modern a term, but covers similar ambitions and requirements as those specified by the original Swedish "folkskolestadgan" of 1842
