In the translation of construction contracts conforming to the Swedish AF AMA 98 regulation what are the accepted translations of 'Beställare' and 'Byggherre'?

Byggherre - Developer?
Beställare - Purchaser?

It would be very helpful to have some input from someone with experience of translating contracts adhering to this standard.

This is at least one correct option that I've used many times - it's the person/company requesting the service/item being provided (literally the 'orderer', but I've since learned that client is a good way to express it).
