This is management speak - at least, there is a growing tendency to speak of the “functions“ of an organisation. I work for a major consulting group, which has a “finance function”, and “IT function” a “communications function” etc., etc.

I think this Google hit illustrates gives a fair idea of what is meant by "function" in a context like yours:
