Swedish term or phrase: signera och underteckna
This sentence suggests that a distinction is being made between "signera" and "underteckna":

I've seen some examples where "signera" means "to initial (i.e. endorse with one's initials)", while "underteckna" refers to actual signing. But "to intiial" seems like only one potential meaning of "signera" -- how should it be interpreted here?

Initial and sign

Explanation:
signera = initial, underteckna = sign (at least in this case).
The following is from eur-lex.europa.eu

eur-lex.europa.eu

In support of his application, the applicant pleads infringement of the assessor's prior duty to consult senior assessors before finalising the staff report, infringement of the assessor's duty to require them to initial each of the pages and to sign the definitive staff report, infringement of the duty to give reasons, in so far as the appeal assessor did not state why he did not take account of the opinions of the hierarchical superiors consulted.

Notes to answerer
Asker: Thank you for responding. This is the actually the example of "signera" that I referenced in my original post. However, it is the only relevant example I've found so far, and I'm concerned about relying on it too much: the other cases of "signera" that I've found do not support the idea that "to initial" can be safely assumed to be its translation in most cases. So, I remain uncertain about the answer to this question.
