Swedish term or phrase: första linjens chef
Den lokala företrädarens motpart är första linjens chef. Vi ser henne som vår naturliga samtals- och samarbetspartner. Våra lokala krav ska alltid i första hand riktas till första linjens chef, även om det är någon annan chef som har det slutliga avgörandet.

front line manager
Explanation:
I can't say the I've seen this swedish expression very often. My suggestion is a title that is used as an 'external' reference, customer oriented departments or companies use front line in the sense that these are the people that have the primary responsibility for interaction - in one way or another - with external counterparts. Customers would be what comes to mind first, but it could also relate to suppliers, shareholders etc.

first line executive/manager or top echelon executive/manager

Explanation:
'första linjens chef' is a linguistic innovation and is not commonly used.
I even venture to guess that it is a translation.
