policy variable Explanation: "Åtgärd" in your context means "measures, steps or actions" taken by policy makers in order to handle the poverty problem. There is ample talk in Sweden about "åtgärdsprogram" to lower unemployment, facilitate the integration of immigrants, or to battle any social evil you may think of. "measure variable" is too vague and may be confused with the verb "to measure", and "step" suffers from similar semantic confusion problems. "Action variable" is a bit more to the point, but still too vague. Therefore I suggest "policy variable", and I have at least one relevant reference to back it up (below).
