social services departments
Explanation:
A county doesn't run its own social services department - there will instead be a social services department under the administration of each local authority/municipality. I imagine that they have chosen to use the rather vague "verksamhet" as each municpality in the count may choose to call their department somthing different (enhet, avdelning etc).

The reference gives a short description of how the system works.

social services

Explanation:
Probably not necessary to translate verksamhet (operations). I assume there is only one department for social services, though several offices.

agree  Madeleine Kamlin: maybe with the addition 'departments'

agree  Suzanne Blangsted (X): Social services. If you add "departments" then the word "services" should be singular "service" as departments indicate the pleural form.

-> Thank you, but in the UK "social services departments" would probably be written.
