Swedish term or phrase: Stegmekanismen, utstega, steg
In a nuclear context:

Styrstavarna in- utstegas med hjälp av elektromekaniska stegmekanismer. Totalt 228 steg på den rillade stången behövs för att helt utstega reglerbanken.

I have been using:
stegmechanism = ladder mechanism
utstega = to remove
steg = a step or a rung

but I have a feeling there is a more precise term out there that I just cannot find.

Any help would be greatly appreciated.

This must be a Westinghouse BWR you're talking about, right? The terminology is different from what I'm used to. Control rods are generally "withdrawn".

Is there a web site for this reactor's manufacturer? They may have detailed diagrams available.

stepmechanism?


Explanation:
Could it be stepmechanism instead of ladder mechanism. I am not an expert in this area, but maybe.
