I'm looking for an official English version of this committee name if possible, or failing an "official" version a natural translation of โดยวิธีเฉพาะเจาะจง. This is from a government procurement contract.

The rationale at the end of the กฎกระทรวงกำหนดพัสดุที่รัฐต้องการส่งเสริมหรือสนับสนุนและกำหนดวิธีการจัดซื้อจัดจ้างพัสดุโดยวิธีคัดเลือกและวิธีเฉพาะเจาะจง พ.ศ. 2560 covers the main purposes and reasons for this committee. SPCs are fairly common the world over. I haven't absorbed all the detail in the Regulation, nor in the Procurement Act, Section 56 (2).

Asker: Thanks Peter! So you would translate คณะกรรมการซื้อหรือจ้างโดยวิธีเฉพาะเจาะจง and คณะกรรมการซื้อหรือจ้างโดยวิธีพิเศษ identically? I see the latter more often—do you think the difference is simply that วิธีเฉพาะเจาะจง is more formal?
