For a criminal history check of an African-born individual, the document asks about the สีผิว and the response is สีดำ.

I'm not 100% confident how either legal or appropriate this is but must translate it nonetheless.

So, my question is: how to most appropriately (PC) state the colour of complexion (or skin colour).
