"Successor" is "one who takes the place of another" (Black's Law Dictionary). Someone who only had power of attorney (vekalet hakki) on behalf of the deceased might not be his or her "sucessor." "Family," although the normative responsible party to care for the remains, might not in fact exist or even assume such responsibility.
One might look at the term "hasta sahibi" as an analogy, being something like "party responsible for the patient."
