This is a Turkish person's name, but I don't guess how the surname is pronoucned. Could anyone help me write his name in katakana?

Go ku che

This is as close as you can get using katakana. If you make it sound more like 'Gok' che' it's a little closer, think of how the 'u' sound almost disappears in words like DESu or SuKIYAKI and you can come very close.

The \'o\' is a little hard to explain, i know that Japanese doesn\'t have it exactly, maybe you can get a Turkish person to pronounce it for you. Alternate suggestion from my friend is something like \'eu\' in English.
