I stand by my claim that there is no kind of court in Turkey with this generic name. 'İstinaf' is a general word meaning appeal. The new Regional Courts of Justice will serve as appeal courts, providing a level of middle instance below the Court of Cassation(Yargıtay). I beleive that the reference here is to a court in another country. Let us agree to differ.
