The sentence is not complete, but from the context we guess that it is "graduated from.." (Word order is different in Turkish). Also the gender (he or she) can not be understood.
"Yüksek Öğretmen Okulu" was a type of higher education institution for high school teachers. As fas as I remember, such schools were merged under various universities as Faculties of Education after 1980s.
