Is this just a more official term for 'gardiyan' = prison officer, jailor, or does it have a more specific meaning? In the latter case, does it have an accepted English translation?

If you go word for word (which won't make much sense in English): "execution protection officer" infaz=execution(of a judicial sentence) koruma=protection, memur=officer. So feel free using guard/guardian.

Explanation:
I agree with Alev İlkiz, the idea is a prison guard or prison officer. Prison officer may be better as it includes the English equivalent of "memur".
