3.1 European Policy Framework
The EC Treaty aims at a harmonious, balanced and sustainable development of economic activities and a high level of protection and improvement of the quality of the environment 6. It reinforces the principle of the integration of environmental
requirements into other policies, recognising that it is one of the keys to sustainable development 7. The Community seeks a coherent approach to the pursuit of its objectives in relation to the Single Market and the environment, whilst also honouring its international obligations.
European Standardisation is a tool that has been used frequently in the implementation of Community policies 8. Consequently, there has been an increasing focus on the role it can play in protecting the environment and supporting sustainable development.
In many policy documents the Council and the European Parliament have pointed out the wish and need to consider environmental aspects in standardisation 9. This has been taken up in the aforementioned IPP Communication where standardisation was considered to be a potential tool for reducing the environmental impacts of products and services, from the mining of raw materials to production, distribution, use and waste management. One way that IPP is being put into practice is through the recently adopted proposal 10 for setting Eco-design requirements for Energy-Using Products. European standards could be very helpful in establishing methods for
measuring or, in some cases, better describing environmental parameters relevant for those products.
The Commission specifically proposed the promotion of the integration of environmental protection requirements in standardisation activities in the Sixth Community Environment Action Programme 11 adopted by the Council and the European Parliament in 2002.
In the same year, the Commission announced the development of a paper (i.e. this Communication) on standardisation and the protection of the environment 12. The Council welcomed this intention in 2002 13. | Translation - Japanese 3. 環境側面を欧州標準化へ統合するための政策枠組み
3.1 欧州政策枠組み
EC条約は、経済活動の調和、バランスのとれた、持続可能な開発および、環境の質の高度なレベルでの保全と改善を目的としている⁶。条約は、他の政策へ環境要求事項を統合するという原則を、持続可能な開発実現への鍵のひとつとして認識し、強化するものである⁷。欧州共同体は、国際面での義務を履行しつつ、その単一市場と環境に関する目的の遂行へ一貫したアプローチを取ろうとしている。
欧州標準化は、欧州共同体の政策実施において、頻繁に用いられてきた手段である⁸。結果として、環境保全と持続可能な開発を支える上での、その果しうる役割に対して重要度が増してきている。
多くの政策文書において、欧州閣僚理事会と欧州議会は標準化における環境側面への考慮を要請し、必要性を指摘してきた⁹。これは、前述のIPP(統合製品政策)文書で取り上げられ、標準化は、原材料の採掘から、製造、流通、廃棄物管理に至る、製品とサービスの環境への影響を減少させ得る手段と位置づけられた。 IPPが実施に移されているひとつの方法として、エネルギー使用製品の環境設計要求事項の設定のために最近採択された提議案10が挙げられる。 欧州規格は、測定方法の制定において非常に有用であり、また、場合によっては、製品に関連する環境パラメーターの説明にも役立つものと考えられる。
欧州委員会は、2002年に欧州閣僚理事会と欧州議会により採択された第6次環境行動計画11の中で、標準化における環境保全要求事項の統合の促進を特別に提案した.
同年、欧州委員会は標準化および環境保全に関する文書(すなわち当文書)の作成を発表した12。理事会は2002年、この方針を歓迎した13。
