Source text - English EU ministers have agreed rules that will require the nutritional content of food to be shown on packaging.
The draft agreement reached by ministers at the employment, social policy, health and consumer affairs council today (7 December) would require the energy content of foodstuffs and the presence of fat, saturates, carbohydrates, protein, sugars and salt to be displayed. The quantities can be expressed per 100 grammes or 100 millilitres, or alternatively as a percentage of recommended intake. Food companies will be able to use other forms of presentation provided they are not misleading.
The information does not have to appear on the front of packaging, but all information should be visible in the same field of vision.
Ministers also agreed that there should be compulsory country-of-origin labelling for pork, lamb and poultry. Beef is already subject to compulsory country-of-origin labelling.
The ministers also agreed to exempt a range of alcoholic drinks from the labelling rules.
The agreement reached today falls short of demands made by MEPs when they agreed their position on the directive in June.
Renate Sommer, a German centre-right MEP who drafted the Parliament's opinion, said that she was “disappointed” by the agreement, calling it a “sloppy draft” that neglected important details. She criticised the fact that information on nutrient and energy content would not appear on the front of packaging.
Sommer predicted there would be tough negotiations with the Parliament to reach a deal in second reading. “Consumers will have to wait a while yet for more comprehensible food labelling – if it ever happens,” she said.

Проектоспоразумението, постигнато на 7-ми декември от министрите на труда и социална политика, здравеопазването и потребителските въпроси, ще изисква енергийното съдържание на храните, както и наличието на мазнини, въглехидрати, белтъчини, захар и сол, за да бъдат изписвани върху опаковките. Количествата могат да се изразяват на 100 грама или 100 милилитра, или пък като процент от препоръчвания прием. Хранителните компании ще могат да използват и други форми на представяне, при условие че не са подвеждащи.
Информацията не трябва да се представя на лицевата страна на опаковката, но всички данни трябва да са в същата област на видимост.
Министрите също така се съгласиха, че трябва да има задължителна информация за страна на произход, при етикетиране на свинско, агнешко и пилешко месо. При говеждото също вече е задължително да се отбелязва страната на произход.
Според споразумението на министрите, голяма част от алкохолни напитки ще бъдат освободени от правилата за етикетиране.
Споразумението, постигнато тези дни, не отговаря на исканията на евродепутатите, които през юни съгласуваха позицията си относно директивата.
Ренате Сомер, германски десноцентристки евродепутат, която е сред авторите на парламентарното становище, каза, че е "разочарована" от споразумението, определяйки го като "проект помия", който пренебрегвани важни детайли. Тя разкритикува факта, че информация за съдържанието на хранителна и енергийна стойност няма да се появява на лицевата част на опаковката.
Сомер прогнозира, че предстоят тежки преговори с европарламента за постигането на споразумение на второ четене. "Потребителите ще трябва да почакат още известно време, за да получат по-разбираемо етикетиране на хранителните стоки - ако това изобщо някога се случи" - каза тя.
