Source text - Russian 190 ЛЕТ ОТКРЫТИЯ АНТАРКТИДЫ: ЧТО ЖДЕТ ПОСЛЕДНЮЮ КЛАДОВУЮ ЧЕЛОВЕЧЕСТВА?
28 января 1820 года произошло историческое событие: экспедицией русского флота под командованием Фаддея Беллинсгаузена и Михаила Лазарева был открыт последний из остававшихся необследованными человеком материков – Антарктида.
Таким образом, русские моряки стали третьими и последними (после испанцев, открывших Америку и голландцев, на счету которых была Австралия), открывшими ранее неизвестный континент.
Сегодня Антарктида интересна тем, что она юридически «ничья», ее территории никому не принадлежат, она не поделена ни на какие зоны или сектора: доступна для всех. Вопрос лишь в том, долго ли будет продолжаться такое состояние.
На сегодня Антарктида является последней неоткрытой кладовой человечества, подо льдами и на шельфе которой находятся огромные запасы минеральных ресурсов, а окрестные моря очень богаты биоресурсами. Кроме того, в ледниках Антарктики содержится 90% мировых запасов пресной воды, дефицит которой все острее ощущается с ростом населения планеты. Такое положение Южного континента привлекает к нему все большее внимание.
История континента началась с того, что сначала его долго не могли найти, а потом там никто долго не собирался жить. Поход на шлюпах «Восток» и «Мирный» был первой высокоширотной экспедицией, направленной в южные моря после того, как знаменитый английский мореплаватель Джеймс Кук потерпел неудачу в своих попытках обнаружить южный континент. По итогам экспедиций 1768-71 и 1772-75 годов Куку удалось проникнуть за Южный полярный круг (66° 33′ 39″ ю.ш.), но он объявил, что плавания дальше к югу невозможны.
Перед российской экспедицией с самого начала была поставлена задача проникнуть как можно дальше на юг с целью точного ответа на вопрос о наличии или отсутствии южного континента. 28 января в точке с координатами 69° 21' 28" ю. ш. и 2° 14' 50" з. д. был впервые обнаружен берег Антарктики. Затем русские корабли совершили полное плавание вокруг Антарктиды, открыв многие окрестные острова и в нескольких точках нанеся на карту ее побережье.
Вплотную Антарктикой заинтересовались позднее, в XX веке, после ряда экспедиций вглубь континента, в ходе которых человек впервые посетил Южный полюс (экспедиция Амундсена, 1911-12 годы) и нанес на карту внутренние районы материка.
С середины XX века в Антарктиде обосновались постоянные научные экспедиции многих стран. С 1961 года действует договор, предусматривающий демилитаризацию района Антарктиды и его использование исключительно в мирных целях. Подписавшие его страны официально отказываются от территориальных претензий на земли континента.
Однако этот отказ отнюдь не означал прекращения разработки планов эксплуатации природных богатств Антарктики, а официальные территориальные притязания были просто отложены на дальнюю полку. С течением времени ресурсы южных морей и самого антарктического континента стали представлять все больший интерес для многих стран мира, и ряд специалистов полагает, что конвенция об Антарктике в своем действующем виде доживает последние годы, несмотря на то, что она недавно была продлена еще на 50 лет.
Хотя сама Антарктика и является демилитаризованной зоной, вокруг нее уже вспыхивали вооруженные конфликты. Стоит отметить длительное противостояние Чили и Аргентины за острова в районе мыса Горн, а также взаимное пересечение районов территориальных претензий этих двух стран в Антарктиде, где обе стороны активно расширяют свое присутствие, переходя к организации постоянных поселений.
Отдельно стоит упомянуть противостояние Аргентины и Великобритании из-за Фолклендских островов. Сами по себе не представляющие значительного интереса, Фолкленды дают контроль над чрезвычайно богатыми ресурсами районами океана. А кроме того, вместе с другими близлежащими островами, контролируемыми Великобританией, являются фактически воротами в Антарктику, что и определяет упорство Лондона в сохранении своего суверенитета над Фолклендами. А также над Южной Георгией, Южными Сандвичевыми островами, не говоря о территориальных претензиях на подпадающие под Антарктический договор Южные Шетландские и Южные Оркнейские острова.
В свою очередь, Аргентина также продолжает настаивать на своих правах на данные территории, обеспечивающие контроль над значительными участками шельфа и поверхности моря. Сейчас конфликт находится в законсервированной стадии, однако, по мнению многих специалистов, он имеет немалые шансы вновь разгореться в будущем.
Россия, первооткрыватель Южного континента, в настоящее время является одной из стран, наиболее широко представленных в Антарктике. В настоящее время Россия располагает в Антарктике пятью полярными станциями и одной полевой базой, на которых осуществляется обширная научная программа. В настоящее время также разрабатываются планы по расконсервации еще трех ранее закрытых станций.
Россия выступает за сохранение статус-кво в Антарктике. «В интересах всех государств - это единая позиция участников договора об Антарктике - избегать каких-либо движений, которые были бы направлены на попытку вскрыть этот договор», заявил по данному поводу министр иностранных дел России Сергей Лавров.
На сегодня непосредственно граничащие с антарктическим регионом страны продолжают на словах поддерживать договор, однако и в Чили, и в Аргентине, и в Новой Зеландии имеются политические силы, полагающие, что их страны имеют законные права на владение антарктическими территориями, и предпринимают действия в данном направлении.
Можно предположить, что судьба антарктических территорий будет зависеть от согласованной позиции крупных держав, в том числе и России. Если же такая согласованная позиция не будет выработана, то передел Антарктиды может стать политической реальностью уже в ближайшие 2-3 десятилетия. В этих условиях России потребуются весомые аргументы, чтобы совместно с другими странами отстоять статус-кво южного континента, либо, если этого сделать не удастся, в любом случае обеспечить свое участие в эксплуатации богатств Антарктики.
Назвать конкретные сроки, когда следует ждать «войны за Антарктику», нельзя. Но можно предположить, что эти сроки будут определяться следующими факторами: например, появление технологий, обеспечивающих быструю и экономически выгодную доставку пресной воды из антарктических ледников в засушливые и тропические зоны. Или - новый виток роста цен на углеводороды и рост потребности в углеводородном сырье, что сделает добычу нефти на Антарктическом шельфе экономически целесообразной. Или - увеличение потребности в пище в связи с ростом населения Земли, которое потребует освоения вод Южных морей рыболовами, и др.
Пока что такого схождения «точек интереса» не произошло. Но оно все более вероятно.
В этой связи расширение присутствия России в Антарктике и развитие ее полярной инфраструктуры абсолютно оправданно. Эти действия обеспечивают России базу, на которую можно опираться, отстаивая свою позицию по статусу Южного континента.
Translation - English 190 YEARS SINCE THE DISCOVERY OF ANTARCTICA:
WHAT FATE AWAITS HUMANITY’S LAST REPOSITORY?
A historic discovery was made on January 28, 1820. A Russian navy expedition under the command of Fabian Gottlieb von Bellingshausen and Mikhail Lazarev sighted the last of the remaining unexplored continents – Antarctica.
Consequently, Russians were the third and last nationality, after the Spaniards who discovered America and the Dutch who found Australia, to discover an unknown continent.
Today, Antarctica is interesting because it is legally "no one's," property, i.e. no one country owns its territory and it is not divided into any zones or sectors. It is accessible to all. The only question is how much longer this status will continue.
Antarctica is humanity’s last unspoiled repository. Under the ice, under the continental shelf, there are enormous mineral resources and the surrounding seas are full if bio-resources. In addition, the glaciers of Antarctica contain 90% of the world’s fresh water, the shortage of which becomes all the more acute with the growth in the world’s population. Therefore, Antarctica is attracting more and more attention.
The recorded history of the continent started by its not being found for a long time, and once it was found, nobody wanted to live there. The voyage of the sloops Vostok and Mirny was the first high-latitude expedition sent to the southern seas after renowned English seafarer James Cook was unsuccessful in his attempts to find the southern continent. In the expeditions of 1768-1771 and 1772-1775, Cook was able to penetrate the southern polar circle (66° 33′ 39″ ю.ш.), but he said that further navigation to the south was impossible.
The Russian expedition was charged from the very beginning with penetrating as deep as possible to the south to finally answer the question of whether or not there was a southern continent. On January 28, the coast of Antarctica was first sighted at the coordinates 69° 21' 28" south latitude and 2° 14' 50" west longitude. Then the Russian ships circumnavigated Antarctica, discovering many neighboring islands and mapping parts of the continent.
Earnest interest in Antarctica grew later, in the 20th century, after a number of expeditions into the interior of the continent, during which man first set foot on the South Pole (Amunden’s expedition of 1911-1912) and mapped the surface of the continent.
In the mid-20th century, many countries established scientific research stations in Antarctica. In 1961, a treaty went into effect stipulating the demilitarization of Antarctica and its use for exclusively peaceful purposes. The treaty’s signatories officially relinquished territorial claims to the continent's land.
Nevertheless, this did not mean the end of plans to develop Antarctica’s natural riches. In addition, official territorial claims were merely shelved. With the passage of time, the resources of the south seas and the Antarctic continent itself have grown more interesting to many countries and a number of experts believe that the Antarctic Treaty’s years in its present form are numbered, regardless of it having been recently renewed for another 50 years.
Although Antarctica itself is a demilitarized zone, armed conflicts did arise in its vicinity. Its worth mentioning the lengthy conflict between Chile and Argentina over an island near Cape Horn, as well as the overlapping territorial claims of these two countries in Antarctica, where both of them are expanding their presence and are moving towards organizing permanent settlements.
Another thing worth mentioning is the conflict between Argentina and the U.K. over the Falkland Islands. In and of themselves, the islands are not of significant interest, but they include and imply control of vast resource-rich areas of the ocean. In addition, along with the neighboring islands controlled by the U.K., the Falklands are the de facto gateway to the Antarctic, which explains London’s tenacity in maintaining sovereignty over them and the South Georgia and the South Sandwich Islands, as well as territorial claims under the Antarctic Treaty on the South Shetland and South Orkney Islands.
In turn, Argentina still also insists on its rights to these territories, which include control of considerable tracts of continental shelf and sea. At present, the conflict is frozen; however, many analysts believe that it has a reasonable chance of flaring up again in the future.
Russia, the discoverer of Antarctica, is currently one of the most widely represented countries there. At present, Russia has five polar stations and one polar base, where a wide-ranging scientific research program is carried out. There are also plans to re-open three previously closed stations.
Russia is in favor of maintaining the status quo in Antarctica.
“In the interests of all countries, this is the only stance for the Antarctic Treaty’s signatories – to avoid any action that would attempt to scuttle this agreement," said Russian Foreign Minister Sergei Lavrov on the subject.
At present, the countries directly bordering the Antarctic region continue to pay lip service to the agreement; however, there are activists in Chile, Argentina and New Zealand that hold that their country has lawful rights to ownership of Antarctic territories and are working towards this goal.
It is possible that the fate of Antarctic territories will depend on the coordinated stance of major powers, including Russia. If such a coordinated stance is not achieved, then the carving up of Antarctica could become a reality in the next 20 to 30 years. Under such conditions, Russia will need weighty arguments to defend the status quo of Antarctica with other countries, or, if this is not possible, ensure its participation in the development of Antarctica’s riches.
It is impossible to name a specific timeline for a possible “War for the Antarctic.” But conjecture is possible based on the following factors – for example, the appearance of technology allowing rapid and economically viable supply of fresh water from Antarctic glaciers to arid and tropical regions; a new set of oil prices and growing demand for crude, which will make oil extraction on the Antarctic shelf economically viable or an increase in demand for food because of the growing global population, which would require fishing in the south seas, etc.
For the time being, there has been no such convergence of interests. But it is ever more likely.
Accordingly, expansion of Russia’s presence in Antarctica and development of its polar infrastructure is absolutely justified. These actions will provide Russia with a base on which it can rely in defending its stance on Antarctica’s status.
