Der englisch-französische Ölkonzern Perenco, der bereits in Kolumbien, Venezuela und Ecuador, aber auch in der DR Kongo, Gabun und Kamerun Erdölfelder ausbeutet, hat nun von der peruanischen Regierung die Erlaubnis erhalten im Grenzgebiet zu Ecuador im Marañon-Becken nach Erdöl zu bohren. In dem Gebiet leben aber noch mindestens zwei in freiwilliger Isolation lebende Indigene Völker. Wir befürchten, dass es dadurch zu Auseinandersetzungen mit den Ölarbeitern und zu einer Dezimierung der Indigenen durch eingeschleppte Zivilisationskrankheiten kommt.
Perenco hat durch die Übername der amerikanischen Firma Barrett Resources im Januar 2008 die Konzessionen in Peru erhalten. Hauptkapital von Barrett, künftig als Perenco Peru Limited bekannt, ist sein 100 % -iger Anteil an dem Lizenzvertrag für Block 67 im Marañon-Becken. Block 67 umfasst die Felder Paiche, Dorado und Piraña, die zusammen über geschätzte 2P-Reserven von mehr als 300 Mio. Barrel verfügen. Man geht davon aus, dass diese Felder nach der Erschließung bis zu 100.000 Barrel Öl täglich liefern werden.
Inzwischen wurde aus Ecuador bekannt, dass neben AGIP auch Perenco Aufgrund einer OPEC Verfügung zur Stabilisierung des Ölpreises seine Förderung drosseln soll. Die ecuadorianische Regierung hat daraufhin einen Förderstopp für Perenco in Ecuador verhängt. Nun will Perenco mehr als 1.000 Arbeiter in das peruanische Gebiet schicken um 14 Bohrstationen zu errichten. In diesem Gebiet leben die isolierten Völker, wie die peruanische und auch ecuadorianische Regierung bestätigt hat. Perenco jedoch leugnet deren Existenz.Gegen die Erlaubnis der Regierung zur Ölförderung in den Indigenengebieten hat inzwischen die peruanische Indigenen Organisation AIDESEP (Asociación Interétnica de Desarrollo de la Selva Peruana) vor der Interamerikanischen Menschenrechtskommission Klage erhoben.
Neueste Meldung über Perenco ist, dass sich Peru aus dem Projekt ausklinken will und die Last des Pipelinebaus nun alleine auf Perencos Schultern lastet.
Isolados stellen äußerst zerbrechliche Gesellschaften dar und sind durch die rapide fortschreitende Globalisierung heute umso mehr bedroht. Kontaktierungen – früher oft auch als Befriedungen bezeichnet – bringen Tod und Verderben über sie. Die Liste der ausgestorbenen Völker/Ethnien findet kein Ende, allein zwischen 1900 bis 1950 waren es in Brasilien 87 Völker. In der 2. Hälfte des 20. Jahrhunderts folgten die Iramrari, Luhkute, Kine, Yakannt, Arikapu, Mbiar, Xeta, Simana, Asinani, Inabisana, … Ein Reigen des Todes, der sich bis heute hinzieht. Diese letzten freien Ureinwohner verschwinden oft so leise von unserer Erde, dass ihr Aussterben kaum bemerkt wird. Das Schicksal dieser Völker hängt jedoch heute nur noch in geringem Maße von ihnen selbst ab. Vielmehr sind sie dem ausgeliefert, was um sie herum passiert und zu ihnen dringt. In der Regel ist es die brutale, rücksichtslose Vernichtung ihres Lebensraumes, bis hin zum Völkermord.
Translation - English Peru: Oil Company Endangers the Isolados/Aislados
The English-French oil company Perenco, which is already exploiting oil fields in Columbia, Venezuela, Ecuador, the DR Congo, Gabon and Cameroon, has now been given permission by the Peruvian government to drill for crude oil in the border area to Ecuador in the Marañon basin. However, this area is inhabited by at least two Indian tribes living in voluntary isolation. We fear conflicts with the oil workers will emerge and that a decimation of the indigenous population will ensue following their possible contact with imported diseases from civilisation.
After taking over the American company Barrett Resources, Perenco absorbed the permits for Peru in January 2008. Barrett's main fund – soon-to-be Perenco Peru Limited – is its 100% share in the licence agreement for block 67 in the Marañon basin. Block 67 encompasses Paiche, Dorado and Piraña fields, which together are spread across 2P reserves and are estimated to contain over 300 million barrels of oil. It is assumed that after more construction, up to 100,000 barrels of oil will be yielded on a daily basis. In the meantime, Ecuador has announced that AGIP and Perenco are to cut back on drilling following OPEC's order to stabilise oil prices. Following this, the Ecuadorian government imposed a ban, stopping Perenco from drilling. Now, Perenco intends to send more than 1,000 workers into the Peruvian zone to construct more than 14 drilling stations. This area is home to isolated tribes, whose presence has been confirmed by both the Peruvian and the Ecuadorian governments. Perenco, however, is denying their presence. The Peruvian indigenous organisation AIDESEP (Asociación Interétnica de Desarrollo de la Selva Peruana) has taken legal action before the court of the Inter-American human rights commission against the government's decision to permit oil production.
The latest news on Perenco is that Peru wants out of the project, leaving Perenco alone to bear the weight of the pipeline construction.
The Isolados communities are very fragile and are now being threatened by the rapid growth of globalisation. Contacting them – which commonly used to be called attempts at peace – lead to death and corruption. The list of people/ethnic groups which have died out is never-ending. Between 1900 and 1950 alone, 87 peoples of Brazil died out. In the second half of the twentieth century it was the Iramrari, the Luhkute, the Kine, the Yakannt, the Arikapu, the Mbiar, the Xeta, the Simana, the Asinani, the Inabisana, … a circle of death which continues today. These last free natives disappear so quietly from our earth, that their extinction is barely noticed. To a minor degree, the destiny of these peoples depends on themselves. But more often they are at the mercy of what goes on around them and who invades their land. Generally, the brutal and inconsiderate destruction of their habitat leads to genocide.
