1.1. This document has been published by the Minister for Interior, under the Streets and Buildings Law requirements. It provides guidance in relation to the Fire Safety requirements, as amended in Article 8 of the basic Streets and Building’s Law.
1.2. The document primarily relates to the implementation of new fire performance standards under the EU Construction Products Directive – CPD (89/106/EEC).
1.3. In general, fire safety provisions should be used in the design and construction of:
new buildings;
new extensions to existing buildings;
new alterations to existing buildings;
change of use and major repairs to existing buildings.
1.4. In addition, certain parts of the Regulations apply to existing buildings where a material change of use takes place.
Status of the Fire Safety Code of Practise
1.5. Where works are carried out in accordance with the guidance in this document, this will, prima facie, indicate compliance with the fire safety requirements as amended in Article 8 of the basic Streets and Building’s Law.
1.6. The materials, methods of construction, standards and other specifications (including technical specifications) which are referred to in this document are those which are likely to be suitable for the purposes of the Regulations.
1.7. However, the adoption of an approach other than that outlined in the code of practise is not precluded (i.e. Fire Engineering or Performance Based Design) provided that the relevant requirements of the Regulations are complied with. Those involved in the design and construction of a building may be required by the relevant building control authority to provide such evidence as is necessary to establish that the requirements of the Building Regulations have been complied with. However, care should be taken to ensure that the safety of occupants is not compromised.
1.8. When using this code of practise, it is important to recognise that it is not possible to make comprehensive recommendations covering all eventualities.
1.9. In the design of buildings, no reliance is placed on external rescue by the fire-and-rescue services or manipulative types of escape appliance such as chutes or portable ladders. This document has been prepared on the basis that in an emergency the occupants of any part of a building should be able to move, or be moved, to a place of relative safety.
CHAPTER 1 - INTRODUCTION AND SCOPE
1.10. Fire safety in buildings is not solely about the physical fire precautions provided. Other important factors are:
o the dependency and status of the occupants;
o fire hazards within the premises;
o management policies; and
o availability of sufficient and adequately-trained staff.
This document also considers the fire safety implications of each of these.
1.11. To further assist with these considerations, occupancy categories have been defined to aid designers in ensuring that the appropriate degree of fire safety measures is incorporated into the building.
1.12. This document describes a way of achieving an acceptable standard of fire safety within new and modified buildings, but it is recognised that there may be other ways of satisfying the functional requirements by adopting a Fire Safety Engineering approach. A Fire Safety Engineering approach that takes into account the total fire safety package can provide an alternative approach to fire safety. If such an approach is used, the responsibility is placed upon those promoting the alternative approach to demonstrate that the alternative satisfies the functional requirements of the Building Regulations and the fire safety objectives of this document are satisfied.
Existing Buildings
1.13. In the case of material alterations or changes of use of existing buildings, the adoption of the guidance in this document without modification may not, in all circumstances, be appropriate. In particular, the adherence to guidance including codes, standards or technical specifications, intended for application to new work may be unduly restrictive or impracticable.
1.14. Buildings of architectural or historical interest are especially likely to give rise to such circumstances. In these situations, alternative approaches based on the principles contained in the document may be more relevant and should be considered.
Translation - Greek Γενική Εφαρμογή
1.1. Το προκείμενο έγγραφο δημοσιεύτηκε από το Υπουργείο Εσωτερικών σύμφωνα με τις προϋποθέσεις του περί Οδών και Οικοδομών Νόμου. Παρέχει οδηγίες σχετικά με τις προϋποθέσεις Πυρασφάλειας όπως τροποποιήθηκαν στο Άρθρο 8 του περί βασικών Οδών και Οικοδομών Νόμου.
1.2. Το έγγραφο σχετίζεται κυρίως με την εφαρμογή των νέων προδιαγραφών συμπεριφοράς στην πυρκαγιά σύμφωνα με την οδηγία για τα προϊόντα του τομέα των δομικών κατασκευών – ΟΠΔΚ της ΕΕ (89/106/EΟΚ).
1.3. Γενικά, οι διατάξεις πυρασφάλειας πρέπει να χρησιμοποιούνται στο σχεδιασμό και την κατασκευή:
• νέων οικοδομών∙
• νέων επεκτάσεων υφιστάμενων οικοδομών∙
• νέων μετατροπών υφιστάμενων οικοδομών∙
• στην αλλαγή χρήσης και σε σημαντικές επιδιορθώσεις υφιστάμενων οικοδομών.
1.4. Επιπρόσθετα, συγκεκριμένα μέρη των Κανονισμών εφαρμόζονται σε υφιστάμενες οικοδομές όπου μια σημαντική αλλαγή χρήσης λαμβάνει χώρα.
Καθεστώς του Κώδικα Ορθής Πρακτικής για την Πυρασφάλεια
1.5. Όπου εκτελούνται έργα συμφώνως με τις οδηγίες που περιέχονται στο προκείμενο έγγραφο, προκύπτει εκ πρώτης όψεως συμμόρφωση με τις προϋποθέσεις Πυρασφάλειας όπως τροποποιήθηκαν στο Άρθρο 8 του περί βασικών Οδών και Οικοδομών Νόμου.
1.6. Τα υλικά, οι μέθοδοι κατασκευής, οι προδιαγραφές και άλλοι προσδιορισμοί (περιλαμβανομένων των τεχνικών προσδιορισμών) στους οποίους γίνεται αναφορά στο εν λόγω έγγραφο είναι εκείνοι που θεωρούνται ενδεχομένως κατάλληλοι για τους σκοπούς των Κανονισμών.
1.7. Εντούτοις, η υιοθέτηση μιας διαφορετικής προσέγγισης από αυτήν που περιγράφεται στον κώδικα ορθής πρακτικής δεν αποκλείεται (δηλαδή η Μηχανική Πυρασφάλειας ή η Μέθοδος Σχεδιαστικής Απόδοσης) δεδομένης της ύπαρξης συμμόρφωσης με τις σχετικές προϋποθέσεις των Κανονισμών. Η σχετική αρχή ελέγχου οικοδομών ενδέχεται να ζητήσει από εκείνους που σχετίζονται με τον σχεδιασμό και την κατασκευή μιας οικοδομής να παρέχουν τις αναγκαίες αποδείξεις για την διαπίστωση της συμμόρφωσής τους με τους Κανονισμούς Οικοδομών. Ωστόσο, πρέπει να δίνεται προσοχή ώστε να μην τίθεται σε κίνδυνο η ασφάλεια των χρηστών.
1.8. Κατά τη χρήση του εν λόγω κώδικα ορθής πρακτικής, είναι σημαντικό να λαμβάνεται υπόψη το γεγονός ότι δεν είναι εφικτό να γίνουν περιεκτικές εισηγήσεις που να καλύπτουν παν ενδεχόμενο.
1.9. Ο σχεδιασμός οικοδομών δεν βασίζεται στην εξωτερική διάσωση από τις υπηρεσίες πυρόσβεσης και διάσωσης ούτε στους παραπλανητικούς τύπους εργαλείων διαφυγής όπως είναι οι διατάξεις καθόδου και οι φορητές κλίμακες. Το προκείμενο έγγραφο συντάχθηκε ούτως ώστε, σε περίπτωση εκτάκτου ανάγκης, οι χρήστες οποιουδήποτε μέρους μιας οικοδομής να έχουν τη δυνατότητα να κινηθούν, ή να μεταφερθούν από τρίτους, σε ένα σχετικά ασφαλές μέρος.
1.10. Οι πυρασφάλεια στις οικοδομές δεν αφορά μόνο τις φυσικές προφυλάξεις κατά της πυρκαγιάς. Άλλους σημαντικούς παράγοντες αποτελούν:
o η εξάρτηση και η κατάσταση των χρηστών∙
o ο κίνδυνος πυρκαγιάς εντός των εγκαταστάσεων∙
o οι πολιτικές διαχείρισης και∙
o η διαθεσιμότητα αρκετού και επαρκώς εκπαιδευμένου προσωπικού.
Το εν λόγω έγγραφο επίσης λαμβάνει υπόψη τις επιπτώσεις των πιο πάνω παραγόντων στην πυρασφάλεια.
1.11. Για περαιτέρω εξυπηρέτηση των εν λόγω παραγόντων, έχουν καθοριστεί κατηγορίες χρήσης για να βοηθήσουν τους σχεδιαστές να διασφαλίσουν την ενσωμάτωση του κατάλληλου επιπέδου μέτρων πυρασφάλειας εντός των οικοδομών.
1.12. Το προκείμενο έγγραφο περιγράφει τον τρόπο επίτευξης ενός αποδεκτού βαθμού πυρασφάλειας εντός νέων και τροποποιημένων οικοδομών, εντούτοις αναγνωρίζεται η ύπαρξη άλλων τρόπων που πληρούν τις λειτουργικές προϋποθέσεις υιοθετώντας μια προσέγγιση Μηχανικής Πυρασφάλειας. Μια προσέγγιση Μηχανικής Πυρασφάλειας η οποία λαμβάνει υπόψη το σύνολο του πακέτου πυρασφάλειας μπορεί να αποτελέσει μια εναλλακτική προσέγγιση ως προς την πυρασφάλεια. Εάν γίνει χρήση μιας τέτοιας εναλλακτικής προσέγγισης, εκείνοι που την προωθούν φέρουν την ευθύνη να αποδείξουν ότι η προκείμενη εναλλακτική προσέγγιση πληροί τις λειτουργικές προϋποθέσεις των Κανονισμών Οικοδομών καθώς και τους στόχους πυρασφάλειας του προκείμενου εγγράφου.
Υφιστάμενες Οικοδομές
1.13. Σε περίπτωση υλικών μετατροπών ή αλλαγών της χρήσης υφιστάμενων οικοδομών, η υιοθέτηση των οδηγιών που περιέχονται στο εν λόγω έγγραφο χωρίς τροποποιήσεις ενδέχεται να μην είναι κατάλληλη για όλες τις περιπτώσεις. Συγκεκριμένα, η προσχώρηση σε οδηγίες περιλαμβανομένων των κωδίκων, προδιαγραφών ή τεχνικών προσδιορισμών, με σκοπό την εφαρμογή τους σε νέο έργο, ενδέχεται να είναι υπερβολικά περιοριστική ή ανεφάρμοστη.
1.14. Οι οικοδομές αρχιτεκτονικού ή ιστορικού ενδιαφέροντος είναι πολύ πιθανό να προκαλέσουν τέτοιες καταστάσεις. Σε αυτές τις περιπτώσεις, εναλλακτικές προσεγγίσεις που βασίζονται στις αρχές που περιέχονται στο έγγραφο ενδέχεται να είναι πιο σχετικές και θα πρέπει να μελετηθούν.

I have been working as a freelance translator since March 2008, first on a part-time basis and then on a full-time basis.
I am a freelance translator/copywriter/proofreader for Hogarthww, Text Appeal, Absolute Translations, Mother Tongue Writers and WorldWriters. I work on a variety of technical texts and advertising material for major accounts such as Epson. I also collaborate with the advertising agency Puzzle Designs Ltd in Cyprus.
In addition, I translate texts of different nature (business, technical, legal) mainly from English and French into Greek and vice versa. Two major projects: the World Anti-Doping Code 2009 and the Fire Safety Code of Practice 2010 translated into Greek.
Furthermore, I have proofread an extensive amount of academic papers including the published paper “How Does it Feel to Be on Your Own? – Mutual Recognition Agreements and Non-Discrimination in the GATS: A Third Party’s Perspective” (Carlo Maria Cantore, German Law Journal, August 2010).
