Source text - French Chacun a le droit d’ouvrir un compte en banque. Un certain nombre de documents sont nécessaires pour procéder à l’ouverture. La plupart des services de gestion associés sont gratuits.
La banque vous demandera de fournir :
• Une pièce d’identité officielle en cours de validité avec photo et signature (carte nationale d’identité, passeport)
• Un justificatif de domicile (avis d’imposition ou de non-imposition, titre de propriété, quittance de loyer, attestation d’assurance habitation, facture d’électricité…)
• Un spécimen de signature. S’il s’agit d’un compte joint, chacun des titulaires doit déposer un spécimen de signature.
Chacun a droit à un service minimum gratuit de la part d’une banque. Voici la liste des services bancaires de base non facturés :
• l’ouverture, la tenue et la clôture du compte et un changement d’adresse par an,
• la délivrance de relevés d’identité bancaire (RIB),
• la réalisation des opérations de caisse,
• l’envoi mensuel d’un relevé de compte,
• l’encaissement des chèques, des virements,
• les dépôts ou les retraits d’espèces au guichet de votre banque,
• les paiements par prélèvement ou par titres interbancaires de paiement (TIP),
• la consultation à distance du solde du compte,
• la délivrance d’une carte de paiement à autorisation systématique,
• la remise de deux chèques de banque par mois
Si une banque refuse d’ouvrir un compte à votre nom, vous pouvez soit vous tourner vers une autre banque, soit faire valoir votre « droit au compte » auprès de la Banque de France. A votre demande, la banque qui vous refuse l’ouverture d’un compte transmettra une « attestation de refus » directement à la Banque de France. Cette dernière désignera alors d’office un établissement bancaire qui sera dans l’obligation de vous ouvrir un compte. Celui-ci devra vous fournir les services bancaires de base, mais sera en droit de vous refuser un chéquier, une carte bancaire ou une autorisation de découvert.

The bank will ask you to provide:
• An official, valid proof of identity with photo and signature (national identity card, passport)
• Proof of address (tax statement or tax exemption notice, property deeds, rent receipt, home insurance policy, electricity bill…)
• A copy of your signature. If you are opening a joint account, then both account holders should provide a copy of their signature.
Everyone has the right to a free minimal banking service. This is a list of basic free banking services:
• Opening, maintaining and closing an account, and one change of address per year,
• Provision of RIBs (relevés d’identité bancaire), a form which shows all your bank account details,
• In-branch counter services,
• Monthly bank statements through the post,
• Paying-in of cheques and transfers,
• Cash deposits or withdrawals at your bank branch,
• Payments by direct debit or bank transfer (TIP),
• Remote consultation of your bank balance,
• Debit card with systematic authorisation (your balance is verified to ensure you have sufficient funds before authorising each transaction),
• Drawing of two bank cheques per month
If a bank refuses to open an account in your name, you can either turn to another bank or exercise your “right to a bank account” with the Bank of France. At your request, the bank that refused to open an account for you will send an “attestation of refusal” directly to the Bank of France. The Bank of France will then designate a banking establishment, which will be obligated to open an account for you. This establishment should provide you with basic banking services, but is within its rights to refuse to provide you with a chequebook, bank card or an overdraft.
