1.1 Marco socioeconómico. Con alrededor de ocho millones de habitantes, el área urbana de Bogotá concentra casi 18% de la población del país (45 millones). El Producto Interno Bruto (PIB) de la ciudad representa el 23,5% del total nacional, con una tasa de crecimiento económico que alcanzó el 7,4% el año pasado. La fuerza laboral tiene los mayores niveles de educación y capacitación en el país y la población económicamente activa es cercana al 50%. Aunque la tasa de desocupación es del 11%, el subempleo y el nivel de informalidad del empleo son cercanos al 32% y 54%, respectivamente.
1.2 La ciudad de Bogotá ha tenido un desarrollo muy importante en la última década, tanto en sus aspectos físicos como en los cívicos. Ha obtenido varios logros importantes, al haber: (i) desarrollado su sistema de transporte masivo (Transmillenio); (ii) comenzado la modernización de su sistema administrativo municipal y de mejoramiento de los servicios prestados al ciudadano; (iii) construir una red importante de circulación peatonal y ciclo vías; (iv) lanzar campañas significativas de convivencia ciudadana.
1.3 El centro de la ciudad está definido por el núcleo urbano existente desde hace varios siglos, con una extensión de 1.730 hectáreas. Éste congrega casi el 50% de la administración pública nacional y distrital, universidades, colegios tanto privados como públicos, y centros de servicio o interés cultural, religiosos, financieros, comerciales y hospitalarios. Posee una población residente de 260.000 habitantes, y una transitoria diaria de unos 1,7 millones.
1.4 La infraestructura urbana ofrece estándares altos, aunque mucha de ella se encuentra mal mantenida y en deterioro. Sus edificaciones son de calidad, con estilos variados y algunas con valor cultural, cuya arquitectura aún se conserva, pero no sus usos. La población residente es variada pero mayoritariamente pertenece a los estratos populares; el 14% esta debajo de la línea de pobreza, y un pequeño porcentaje (1%) vive en indigencia.
1.5 En las últimas décadas el centro ha sufrido un proceso creciente de deterioro social, económico y ambiental, que ha mermado su competitividad y atractivo residencial, cuyas causas son muy variadas. El uso del suelo está, en la práctica, pobremente regulado, coexistiendo actividades incompatibles entre sí en un mismo sector. La calidad del aire se ve afectada por la presencia de contaminantes químicos emitidos principalmente por escapes de motores. En algunas zonas la disminución de población residente incrementa el nivel de inseguridad.
1.6 Reconociendo la importancia del Centro, la Alcaldía Mayor de Bogotá, en carta enviada por el Secretario de Hacienda, ha solicitado financiamiento y asistencia técnica al Banco para iniciar la ejecución del plan zonal para la revitalización del centro. Este préstamo estaría complementado con una contrapartida de US$5 millones. En discusiones posteriores con el Banco ambas partes acordaron la conveniencia de incrementar moderadamente el monto total y transformar esa posible operación en una multifase.
B. Part II
Me siento honrado de poder estar junto a ustedes en esta hermosa ciudad, en esta, mi primera participación en una Asamblea Anual de Gobernadores del Banco Interamericano de Desarrollo. Me gustaría empezar agradeciendo la calurosa recepción brindada por los anfitriones de este magno evento. Los 50 años del BID son merecedores de un evento especial, y ellos han sabido dárselo.
También felicito a la Administración por el desempeño financiero del BID al aprobar 126 nuevos proyectos por un monto de US$ 11.264 millones este año; de éstos, 113 proyectos fueron de inversión lo que ha significado el mayor número de préstamos en la historia del Banco, tanto en monto como en cantidad de operaciones. Sobre todo quiero reconocer al Banco por habilitar la “Línea para la Sostenibilidad del Crecimiento” por US$6.000 millones, la cual ha respaldado a los países miembros más afectados por la reducción del crédito de la banca internacional.
Las condiciones adversas de la economía mundial subrayan la importancia que el BID tiene para la región. La Institución debe estar preparada para responder al llamado de los países para complementar sus esfuerzos individuales para sortear la crisis global.
Los efectos de la crisis saltan a la vista. El abrupto freno de los flujos de capital hacia las economías emergentes, originado por una mayor aversión al riesgo y por el aumento en la demanda de financiamiento por parte de los países industrializados, ha conllevado a una fuerte reducción en la oferta de financiamiento en los mercados de capital.
No voy a repetir en este foro toda la información existente sobre este hecho inédito o sobre sus afectaciones a nuestras economías y a nuestras poblaciones. Apenas mencionaré el drama que representa para los millones de trabajadores emigrantes, que por ser los más vulnerables y desprotegidos, sufren la expulsión no sólo de su fuente de empleo sino de los campos y ciudades donde soñaban hacer su futuro. Esto redunda también en todas sus familias que recibían las remesas y en general afecta a la balanza de pagos y disponibilidad monetaria en nuestras economías.
En este difícil contexto, los bancos multilaterales cobran un papel preponderante, acelerando su actividad crediticia para cubrir parte del hueco dejado por la financiación privada. El BID ha respondido con un aumento sustancial del volumen de préstamo y la puesta en marcha del Programa de Liquidez para la Sostenibilidad del Crecimiento. Es un esfuerzo que los países no regionales del Banco han apoyado, siendo conscientes de los riesgos que comportaba en términos de agotamiento de la capacidad de préstamo del Banco.
Translation - English Part I
1.1 Socioeconomic context. With approximately eight million residents, the Bogotá urban area accounts for almost 18% of the country’s population (45 million). The Gross Domestic Product (GDP) of the city is equivalent to 23.5% of national output, and economic growth reached 7.4% last year. The workforce is the most highly trained and educated in the country, and the economically active share of the population is almost 50%. Although the unemployment rate is 11%, levels of underemployment and informal employment are close to 32% and 54%, respectively.
1.2 Bogotá city has undergone significant infrastructural and civic development over the last decade. There have been several important achievements, including: (i) development of the mass transport system (Transmilenio); (ii) initiation of the modernization of municipal administrative systems and improvements to citizen services; (iii) construction of a major network of pedestrian and bicycle routes; and (iv) the launch of high-profile campaigns to promote civic tolerance.
1.3 The city center dates back several centuries and covers an area of 1,730 hectares. It hosts almost 50% of national and district administrative bodies, as well as universities, private and public schools, and cultural, religious, financial, commercial and hospital services and centers of interest. The resident population is 260,000, with an additional daytime population of 1.7 million.
1.4 Urban infrastructure is of a high standard, although much of it is poorly maintained and in a state of deterioration. Buildings are of considerable quality and differing styles. There are a number of culturally significant structures, the arquitecture of which is still well-preserved, though functions have changed. The resident population is varied in nature, but consists mostly of poorer social groups; 14% lie below the poverty line, and a small percentage (1%) is indigent.
1.5 Social, economic and environmental conditions in the city center have undergone increasing deterioration in recent decades, with negative consequences for competitiveness and residential attractiveness. The causes of this deterioration are varied. Land use is poorly regulated in practice, with conflicting activities taking place within the same area. Air quality is affected by the presence of chemical contaminants stemming mainly from vehicle exhaust emissions. In some areas, falling numbers of residents have heightened levels of insecurity.
1.6 In recognition of the city center’s importance, Bogotá City Hall, in a letter signed by the Secretary of Finance, requested that the Bank provide financing and technical assistance for the execution of the zonal plan for revitalization of the center. This loan would be complemented by counterpart funds of US$5 million. In subsequent discussions with the Bank, both parties agreed that a moderate increase in the total value of the possible loan would be advisable, as well as adoption of a multiphase approach.
B. Part II
It is an honor for me to be here with you in this beautiful city, on the occasion of my first participation in an Annual Meeting of the Board of Governors of the Interamerican Development Bank. I would like to begin by thanking the hosts of this great event for their warm welcome. The 50th anniversary of the IDB deserves a special event, and they have risen to the challenge.
I would also like to congratulate the Management of the Bank on the IDB’s financial performance this year, which saw 126 new projects approved for a total value of US$11.264 billion. Of these, 113 were investment projects, representing not only the greatest number of loans in the Bank’s history but also the greatest total value. Above all, I would like to commend the Bank for its creation of the US$6 billion “Liquidity Program for Growth Sustainability”, which has provided support to those member countries most affected by the decline in international credit availability.
Adverse international economic conditions serve to underline the importance of the IDB for the region. The institution must be prepared to respond to the calls of member countries to supplement their individual efforts to weather the global crisis.
The effects of the crisis are evident. The abrupt halt in capital flows to emerging economies, rooted in heightened risk aversion and an increased demand for financing in industrialized nations, has led to a sharp reduction in the availability of financing in the capital markets.
I will not repeat here all of the available information about this unprecedented event, or the way in which it has affected our economies and our people. I will simply mention the dramatic impact it has had upon the millions of emigrant workers, who, as the most vulnerable and exposed of groups, suffer expulsion not just from their source of employment but also from the fields and cities where they dreamt of making a future. The effects of this are also felt by their families (who received remittances) and, more generally, in our balance of payments and reduced levels of liquidity in our economies.
Against this difficult backdrop, the multilateral development banks take on a leading role as they accelerate lending activities to fill part of the gap left by private creditors. The IDB has responded with a substantial increase in loan volumes, and with the launch of the “Liquidity Program for Growth Sustainability”. This is an effort that the Bank’s non-regional member countries have supported, ever aware of the risks that it may present in terms of the exhaustion of the Bank’s lending capacity.
