Clearly it was the additional inflationary risks related to an uncertain crop harvest that pushed the regulator to relax its commitment to steady policy over ‘the coming months’. When we highlighted rising upside risks to the inflation outlook we took the opportunity to point out that reaction from the CBR was likely to be muted, as shocks on the supply side would probably be deemed transitory. Apparently, the regulator is more worried than we thought, and there may indeed be several reasons for the cautiousness.
First of all, although it has already made significant progress, CBR has yet to build up credibility as a genuine inflation ‘targeter’ and in this regard stringent adherence to the declared inflation targets might be viewed as the top priority, leaving as little space for the overshoots as possible. More importantly, inflation expectations in Russia are certainly not well anchored and they appear largely adaptive. Hence, simultaneous jumps in housing tariffs and food prices – the two items most visible and monitored by the population – make for a dangerous mix that could fuel inflation expectations.
Therefore, we believe magnitude of the supply shock on the agricultural market holds the key for the future policy decisions. Our base case assumes a relatively ‘modest’ supply shock (compared with 2010), so a slight inflation overshoot is likely to be tolerated, especially so in the light slowing economic growth and growing uncertainties on the external markets. That said, we recognize that the risk of monetary tightening has increased. However, a hasty rate change at the next policy meeting in August is highly unlikely. Given the fact that rate hikes do little to affect food prices, the CBR should be in no hurry and is likely to take its time assessing the behaviour of general inflation expectations.

Каждая линия метрополитена должна быть оборудована системами управления, к которым относятся:
- система интервального регулирования и безопасности движения поездов (СИРБД);
- электрическая централизация стрелок и сигналов;
- автоматическая блокировка;
- система автоматического управления поездом;
- диспетчерская централизация.
Требования к автоматической блокировке в Правилах Технической Эксплуатации метрополитенов РФ подразумевают регулирование движения поездов посредством светофорной сигнализации.
Вспомогательные подвижные единицы должны быть оснащены набором аппаратных средств АСУД [ATCS], обеспечивающим управление их движением по сигналам системы безопасности, получаемым в непрерывном режиме. Данный режим должен обеспечить при безусловном соблюдении условий безопасности движение с максимальными скоростями (выше, чем по сигналам автоблокировки) с воздействием, при необходимости, на средства торможения подвижных единиц.
Устройства автоматической блокировки следует предусматривать для регулирования движения хозяйственных и вспомогательных подвижных единиц в ночное время или как аварийное средство для вывода с линии поезда с отключенными (или неисправными) поездными устройствами СИРБД.
Автоматическая блокировка с электромеханическими автостопами не обеспечивает выполнение требований по безопасности интервального регулирования подвижных единиц при отсутствии на последних специальных устройств (срывных пневмоклапанов или подобных им).
Для обеспечения безопасности движения пассажирского подвижного состава или вспомогательных подвижных единиц с полной деградацией оборудования бортовой подсистемы безопасности должна быть предусмотрена возможность аварийного ручного управления их движением по сигналам упрощенной светофорной сигнализации, с установкой светофоров:
-перед стрелочными участками (красное показание - стрелка не замкнута в маршруте, зеленое показание – стрелка замкнута в маршруте),
-в тупиках (красное показание),
-перед перегонными металлоконструкциями – при их наличии - красное показание – по алгоритмам, предусмотренным системой защитной автоматики в соответствии с нормативными документами РФ.

Each line of underground shall be equipped with control systems, such as:

- centralized traffic control.
Requirements to the automatic blocking system in the Technical and Operational Requirements for RF underground railways imply train traffic control through traffic lights.
Supporting mobile units should be provided with ATCS equipment, controlling their traffic on the basis of the security system signals, acquired in continuous mode. This operating mode should ensure maximum speed (higher than the achieved on the basis of the automatic blocking system signals) in strict compliance with safety regulations and with impact, if appropriate, on the brake system of the mobile units.
Automatic blocking system shall be provided for the traffic control of supporting and subsidiary mobile units at night or as an emergency tool for leading out of the railroad of trains with disconnected (or malfunctioning) TICTSS equipment.
Automatic blocking system with electromechanical automatic train stops does not meet the safety requirements for the mobile units interval traffic control if the last are not equipped with special devices (electro-pneumatic valves for the activation of emergency breaks or similar).
To ensure the safety of the passenger rolling stock or of the support mobile units which on-board security subsystem equipment is completely broken down, a possibility for their manual operation in emergency mode based on simplified traffic lights signals, shell be provided, after the installation of traffic lights:
- before the railroad switches (red light - the switch blades are disconnected in the route direction, green - the switch blades are connected in the route direction)
- to a dead end (red indication),
- before watertight steel constructions - if present - red indication - by algorithm, provided by the automatic protective system in accordance with the regulations RF.

Insurer liable to pay benefits
14. Except as otherwise provided in this Regulation, an insurer is liable to pay the following benefits to or on behalf of an insured person who sustains an impairment as a result of an accident:
1. Medical and rehabilitation benefits under sections 15 to 17.
2. If the impairment is not a minor injury, attendant care benefits under section 19. O. Reg. 34/10, s. 14.
Medical benefits
15. (1) Subject to section 18, medical benefits shall pay for all reasonable and necessary expenses incurred by or on behalf of the insured person as a result of the accident for,
(a) medical, surgical, dental, optometric, hospital, nursing, ambulance, audiometric and speech-language pathology services;
(b) chiropractic, psychological, occupational therapy and physiotherapy services;
(c) medication;
(d) prescription eyewear;
(e) dentures and other dental devices;
(f) hearing aids, wheelchairs or other mobility devices, prostheses, orthotics and other assistive devices;

7.1. Стороны освобождаются от ответственности за неисполнение или ненадлежащее исполнение обязательств по настоящему Договору, если надлежащее исполнение оказалось невозможным вследствие наступления обстоятельств непреодолимой силы, то есть чрезвычайных и непредотвратимых при данных условиях обстоятельств, в том числе: стихийных бедствий, пожаров, наводнений, землетрясений, военных действий, забастовок, гражданских беспорядков, изменений в законодательстве Российской Федерации, сбоев, возникших в телекоммуникационных и энергетических сетях, действия вредоносных программ, а также недобросовестных действий третьих лиц, выразившихся в действиях, направленных на несанкционированный доступ и/или выведение из строя программного и/или аппаратного комплекса любой из Сторон.
7.2. Сторона, которая подвергается воздействию обстоятельств непреодолимой силы, должна предоставить другой Стороне письменное подтверждение компетентного органа о наличии подобных обстоятельств.
7.3. Сторона, оказавшаяся не в состоянии исполнить обязательства по настоящему Договору в связи с наступлением обстоятельств непреодолимой силы, обязана поставить в известность об этом в письменной форме противоположную Сторону в срок не позднее 3 (трех) календарных дней с момента, когда ей стало известно о наступлении подобных обстоятельств.
7.4. На срок действия форс-мажорных обстоятельств Стороны освобождаются от ответственности за неисполнение обязательств по настоящему Договору. Сроки оказания Услуг и другие договорные условия, подверженные влиянию указанных обстоятельств, должны быть скорректированы таким образом, чтобы учесть влияние и последствия обстоятельств непреодолимой силы.
Translation - English 7. FORCE-MAJEURE
7.1. Parties shall not be responsible for any failure to perform their obligations under this Agreement, if their proper performance has not been possible due to force majeure, i. e. extraordinary and unavoidable under the given conditions circumstances, including: natural disasters, fires, floods, earthquakes, war, strikes, civil disorder, changes in the legislation of the Russian Federation, failures occurring in telecommunication and power networks, actions of malicious software, as well as unscrupulous actions of third parties, expressed in actions aimed at unauthorized access to and / or disabling of the software and / or hardware system of any of the Parties.
7.2. The party which is exposed to force majeure shall provide to the other Party a written confirmation from the competent authority of the existence of such circumstances.
7.3. The Party which was not able to fulfil their obligations under this Agreement due to force majeure, shall notify about this in writing the other Party within not more than three (3) calendar days from the time when they became aware of the occurrence of such circumstances.
7.4. For the duration of the force majeure circumstances the Parties shall not be liable for their failures to perform their obligations under this Agreement. The terms for the delivery of Services and other contractual terms, subject to the influence of these circumstances, should be adjusted in taking into account the effects and consequences of the force majeure circumstances.
