Mimi naitwa Padri Seraphin P. Rutu, natoka Kariakoo hapa Dar es Salaam. Nilizaliwa miaka 43 iliyopita.
Kwa ujumla maisha ya hapa Tanzania yamekuwa magumu sana kwa sababu ya mfumuko wa bei ya mahitaji muhimu kama vyakula na kodi za nyumba. Katika hali hii watu wengi wamekuwa wakiishi katika hali ngumu, wengine wanashindwa hata kupata mlo wa siku.
Kwa upande wa watu wenye ulemavu katika maeneo yangu ninayoishi hali imekuwa ngumu zaidi wanaishi katika hali ya umasikini Mkubwa sana, wengi wao wameshindwa hata kusomesha watoto wao, hii ni hatari sana kwa sababu kutokusoma kwa hawa watoto kunazalisha wimbi kubwa la watoto wasiokuwa na kazi matokeo yake hali ya umsikini itakuwa inaendelea mwaka hadi mwaka kwenye familia hizo.
Hapa kwenye parokia yangu tumekuwa na utaratibu wa kuchangia familia hizi ili waweze kupata vyakula, nguo na kusomesha watoto wao. Pia tuna jumuia ndogo ndogo kwenye parokia yetu ambazo jumuia hizi hujipanga kuwasaidia watu wenye ulemavu na watoto wengine wanaoishi kwenye mazingira magumu katika maeneo tofauti tofauti yenye uhitaji.
Pia Kumekuwa na juhudi mbalimbali za watu binafsi na mashirika ya dini, asasi za kijamii kuwasaidia watu wenye ulemavu hasa kwenye maswala ya ada za shule, kuwapa mafunzo mbalimbali ya biashara, mafunzo katika vyuo vya ufundi , na vifaa mbalimbali vya kujimudu. Watu binafsi nao wamekuwa mstari wa mbele kuto huduma mfano Reginald Mengi mkuu wa makampuni ya IPP tumekuwa tukimuona mara nyingi kwenye TV akitoa misaada mbalimbali kwa watu wenye ulemavu.
Serikali nayo imekuwa na mchango mkubwa wa kuwasaidia watu hawa, kule kuridhia ule mkataba wa kimataifa wa haki za watu wenye ulemavu nao unawapa nguvu katika kudai haki zao bila woga. Mara nyingi serikali kupitia halmashauri za wilaya zimekuwa zikitoa fedha kwa ajili ya maendeleo ya watu katika wilaya, naamini kabisa watu hao ni pamoja na watu wenye ulemavu maana tunaishi nao kwenye jamii.
Mimi kama mmoja wa wanajamii, kupitia jumuia zetu kama nilivyosema hapo juu huwa nachangia fedha kwa ajili ya vyakula, ada za shule na nguo. Najua kabisa michango hii mingine siyo endelevu lakini naamini kupitia ada za hawa watoto, watafanikiwa kusoma hatimaye kuwa na maisha mazuri na kuutokomeza umaskini.
Nafurahi kuona mabadiliko makubwa yaliyopo katika jamii yangu kuhusiana na mtizamo kwa watu wenye ulemavu, sasa hivi jamii inajitoa kwa hali na mali kuchangia watu wenye ulemavu ili watoto wao wasome, na kwa ajili ya vifaa vya shule kwa watu wenye ulemavu. Hiki kitu hakikuwepo miaka michache iliyopita, kumbe nimejifunza watu wakihamasishwa wanaweza kufanya na kusaidiana ndani ya jamii zao kwa urahisi kabisa, ule unyanyapaa nahisi umeanza kupungua kwa jamii na pia kwa watu wenye ulemavu. Watu wenye ulemavu wengi sasa hivi wanatoka hadharani bila wasi wasi na wanajiona wako sawa na wanajamii wengine kabisa, pamoja na changa moto nyingi za maisha walizonazo.Ukiangalia vyombo vya habari utawaona watu wenye ulemavu wanashiriki kwenye mambo mbalimbali ya kijamii, wengine ni wafanyakazi, wanasheria, waalimu
Mabadiliko haya yametokana na watu wenyewe wenye ulemavu kutoka hadharani na kusema wanaweza, mie binafisi nimeona watu wenye ulemavu wanafanyakazi kwa mfano wapo waalimu wasiioona, nakupitia ushawishi na utetezi unaowekwa kwenye vyombo vya habari, kwenye jamii, na mabango mbali mbali yanasaidia kubadili mitazamo ya watu kwenye jumuia. Kuna asasi za kijamii zimekuwa zikipita kuhamasisha watu wachangie shughuli mbalimbali zinazowanufaisha na kuleta maendeleo kwa watu wenye ulemavu.
Mabadiliko haya ni muhimu sana kwenye jamii, naamini jamii inapokuwa na mtizamo chanya kwa watu wenye ulemavu watakuwa tayari kushirikiana nao na kujenga jamii yenye upendo.Pia watu wenye ulemavu wanapotoka hadharani na kusema, ni rahisi kwa jamii kuzijua changamoto zao, hivyo rahisi kwa jamii kuchangia na kushiriki kikamilifu katika kutatua changamoto hizo
Badiliko hili pia linawasaidia watu wenye ulemavu kuhisi kuwa wanakubalika kwa wanajamii. Naamini jamii ikiwakubali wataweza kujiamini na kuondoa ule woga, hivyo ni rahisi kushiriki ki kamilifu kwenye shughuli za jamii, kwa sababu hata mchango wao katika jamii utakubalika kwa urahisi.
Translation - English FATHER RUTU
My name is Father Seraphin P. Rutu, I come from Kariakoo here in Dar es Salaam. I was born 43 years ago.
Generally life here in Tanzania has been very difficult because of the increasing prices of essentials such as food and rent. In this environment many people have been living in harsh conditions, others don’t get a meal a day.
In the case of people with disabilities, in the areas which I am in, conditions have become even more difficult, they are living in conditions of extreme poverty, many of them can’t even educate their children, this is really dangerous because a lack of education for these children is producing a wave of children who won’t be employable resulting in an environment of poverty which will continue year after year for these families.
Here in my parish we have a system of sharing with these families so that they can get food, clothing and educate their children. Also, we have a small community in our parish which organises itself to help people in different areas of need such as people living with disabilities and others such as children who are living in difficult conditions.
Also, there have been various efforts from individuals, religious organisations and social organisations to help people with disabilities particularly with the issue of school fees, to give them various training in business, training in technical colleges and various supplies which are needed.
Individuals have been at the forefront of activity for example Reginald Mengi, director of the company IPP has been seen on TV numerous times giving a variety of assistance to people with disabilities.
The government has also greatly contributed to helping these people by ratifying the international convention of human rights for people with disabilities, giving them the strength to demand their rights without fear. Often, through the district council, the government has provided funding for the development of people in the area, I believe absolutely that these people are together with disabled people because they live together in society.
As one of the community myself, through our community, as I said above, we have donated money for food, school fees and clothes. I know that these contributions and others are not sustainable but I believe though the fees for these children, they will be able to study and get a good life, alleviating poverty.
I am happy to see a large change in my community in regards to perceptions of people with disabilities, now society is reacting to the situation, contributing wealth to people with disabilities so that their children can study and for school supplies for disabled people. This sort of thing wasn’t here a few years ago, but I have learned that if people are encouraged they are able to help within their society very easily, I feel that stigma has begun to decline in society and for disabled people also. Many people with disabilities are now going out in public without worrying, and feel they are absolutely equal with other members of society, with the challenges in life that they have. If you look at the media you will see that people with disabilities are involved in various matters in society, others are employed, lawyers, teachers.
These changes have come from the people themselves with disabilities, from publicly saying they are able, myself I have seen disabled people are working for example here there are blind teachers. Through lobbying and advocacy set out in the media, in society and though posters, it is helping to change the attitudes of people in the community. There are social institutions which have encouraged people to participate in various activities which are of benefit to the development of people with disabilities.
These changes are really important in society, I believe a society which has a positive attitude to people with disabilities will be ready to cooperate with them and to build a society with love. Also when people with disabilities speak out publicly, it is easy for society to identify their challenges, and consequently easy for society to contribute and actively participate in solving these challenges.
These changes also help people with disabilities to feel they are accepted in society. I believe if society can be agreeable they will be able to gain confidence and fear will be removed, consequently they will be able to participate fully in community activities because even their contribution to society will be easily accepted.
