Source text - English SELECTING A GENERATION-BASED INCENTIVE
Targets and integrated planning are not enough to
build a market for power from renewable sources.
Policymakers need to translate their targets and
plans into actual investor interest by setting incentives.
Policymakers need to consider several tools at
their disposal to create a favorable market environment
for renewable power. As our case studies and
experiences elsewhere show, a generation-based
incentive mechanism is one key component in the
broader mix of policy and regulatory instruments.
Generation-based incentives will be discussed in
this chapter, before we return to the broader policy
environment in Chapter 5.
Policymakers need to choose an appropriate
incentive for their context. It is important that
incentives reward actual power production, not
just installation. One crucial component of smart
renewable energy policy in both developed and
developing countries is mechanisms to guarantee
payment to renewable energy producers for
their electricity, in order to make their projects
commercially viable. These payments are usually
at a premium above market rates for conventional
sources. It is preferable to choose an incentive that
rewards each kilowatt hour produced, because
subsidizing the upfront capital cost of an installation
only can lead to projects being built without
much attention given to optimizing their performance,
including through regular maintenance, or
even connecting them to the grid.

Los objetivos y la planificación integrada no bastan para construirle un
mercado a la energía procedente de recursos renovables. Las autoridades
encargadas de las decisiones deben traducir sus objetivos y planes al interés
de los inversionistas por medio del establecimiento de incentivos. También
deben considerar varias herramientas que están a su disposición para crear
un entorno de mercado favorable para la energía renovable. Nuestros
estudios de caso y experiencias en otros lugares muestran que un mecanismo
de incentivos basado en la generación de energía es un componente clave en
una mezcla más amplia de instrumentos normativos y reguladores. Los
incentivos recién nombrados serán estudiados en este capítulo, antes de que
retomemos el punto que trata el vasto entorno normativo en el Capítulo 5.
Las autoridades encargadas de la toma de decisiones necesitan elegir un
incentivo apropiado a su contexto. Es importante que los incentivos
premien la producción real de energía, no solo la instalación. Un
componente crucial de la política inteligente de energía renovable, tanto en
los países desarrollados como en los que están en desarrollo, es el
mecanismo que garantiza el pago a los productores de energía renovable por
su electricidad, con el fin de que sus proyectos sean viables comercialmente.
Este modo de pago es generalmente más solicitado que los precios de
mercado para las fuentes convencionales. Es preferible elegir un incentivo
que premie cada kilowatt-hora producido, porque subsidiar el costo de
capital inicial de una instalación solo genera proyectos en los que no se
presta mucha atención a la optimización del rendimiento, mediante
mantenciones periódicas o incluso conexión a la red eléctrica.

I am a English into Spanish Translator. Recently, in August, 2012, I obtained the Bachelor of Arts Degree in English Language, graded with a 5.2 out of 7, and the English-Spanish Translator Degree, graded with a 5.7 out of 7. In 2011 obtained the Associate Degree in English Language, graded with a 4,8 out of 7.
The Degree Project to obtain both Bachelor and Translator degrees was in Renewable and Green Power in Developing Countries. It consisted in the translation of the German Marshall Fund of the United States' text "Grounding Green Power" which was graded with a 6.5 out of 7. It is remarkable that the GMF of the United Stated itself asked for the translation to be delivered to them.
I have just worked as a freelance translator since 2010, translating texts of different areas, such as mining, renewable energies, accounting, agronomy, even some literature, etc. I translate easily English into Spanish, but I can do reverse translations. Besides translating, I also give format to texts to look quite similar to the original ones
