SACCOS
In 2012, SACCOS generated a total profit of T.sh 390 million, with a capitalisation rate of 38% of their assets. These figures should be treated with caution as the financial statements do not reflect an entirely faithful image of the SACCOs. It would nevertheless seem plausible to deem twenty SACCOS as being financially viable. The technical and financial support of UPENDO has been decisive in achieving this viability.
The SACCOS model promoted by UPENDO does not, however, comply with the regulatory framework. This framework is very strict, in principle promoting relatively slow and cautious growth of operations, while the UPENDO controls are more flexible facilitating more pronounced growth, albeit subject to fewer controls. It has also been possible for this model to operate due to an apparent lack of awareness of the regulatory framework on the part of the supervisory bodies.
The technical viability of the SACCOS is also limited: the operating mode is insufficiently formalised, information is unreliable, human resources and elected representatives have the capacity to follow the rules but not to create them and supervision is very weak.
Unfortunately, this study has not enabled us to assess the social viability of the SACCOs: what is the role of the SACCOS in the financial landscape of the community? To what extent are the SACCOS owned by the community?
In light of these different elements, we believe that no SACCOS can be sustainable if it leaves the group of UPENDO affiliates.

Mwaka 2012 SACCOS zilikusanya jumla ya faida ya shillingi milioni 390, na mtaji wa asilimia 38 ya mali zao. Kiasi hiki kinapaswa kishughulikiwe kwa uangalifu kwa kuwa taarifa za kifedha hazionyeshi taswira nzima ya uaminifu wa SACCOS. Hata hivyo ingekuwa ni hoja ya kukubalika kufikiria kuwa ni SACCOS ishirini ambazo zina uwezo wa kujiendesha kifedha. Msaada wa kiutaalam na kifedha kutoka UPENDO ulikuwa na maamuzi juu ya kufikia uwezo huo wa kujitegemea.
Hata hivyo, aina ya SACCOS iliyoanzishwa na UPENDO haiendani na mfumo wa udhibiti.
