Afigura-se claro que a construção social e histórica da centralidade do trabalho na vida dos cidadãos tem o reverso da medalha no afastamento de grande número de trabalhadores da actividade laboral numa sociedade e economia que, para se reproduzir, exige que todos consumam mas despede trabalhadores.
Surge um paradoxo que convida a pensar a questão da centralidade do trabalho na vida humana, dos ciclos de vida pessoal e ocupacional, do estatuto social de cada indivíduo e da família, em referência à sua posição no mercado de trabalho.
O desemprego é problema complexo não apenas do ponto de vista quantitativo mas qualitativo, na medida em que afecta pessoas e sociedades e se liga a processos de desqualificação social (Gallie e Paugam, 2000). O impacto psicológico e social negativo do desemprego dá relevo à importância da norma do trabalho (Schnapper, 1998). O desemprego é processo social. Como tal, a temporalidade é de toda a relevância. Ponderam-se, pois, desempregos no desemprego. Trata-se não da realidade homogénea do desemprego, mas da realidade sociológica plural. A nossa abordagem considera a presença de categorias sociais e demográficas de recursos materiais e simbólicos diversos no desemprego com implicações nas vivências da sociedade e do indivíduo.
Da referência ao trabalho/não-trabalho, emprego/desemprego emergem categorias sociais que se relacionam com exclusão ou marginalidade. Privações materiais provocadas pelo desemprego podem levar ao empobrecimento mas também à ruptura de laços sociais e à estigmatização individual a partir da perda de estatuto.
A classificação “desempregado” e toda uma série de medidas políticas e de prestações sociais visam controlar e apoiar os desempregados, embora a diminuição dos apoios sociais não permita responder ao risco de desintegração social de muitos.
Com o aumento do desemprego e a vigência de populações desempregadas estar-se-á a passar da Civilização do trabalho a uma sub-cultura do desemprego (Casal, 1998)?
As sociedades modernas atribuem aos indivíduos direitos que compreendem a identidade pessoal, a vida privada, a educação, a assistência na saúde, o trabalho e a protecção social, entre outros, consagrados em documentos nacionais e internacionais. Direitos que apresentam grande variedade em relação com diferentes políticas sociais associadas a níveis de protecção. Mas qual o direito à autonomia pessoal inscrito na procura da realização pessoal para cidadãos sem emprego? O desaparecimento do emprego estável configura o fim do trabalho? E essa realidade socioeconómica corresponderá a um quadro cultural onde o trabalho se torna valor social em extinção, como propõe C. Méda (1999)? Como se situam os trabalhadores desempregados entrevistados em relação ao trabalho? Como se constrói o papel de desempregado e como é vivido nas suas multiplicidades sociais? Como se relacionam com o dispositivo público de emprego? Como vivem a falta de emprego e como reagem ao desemprego? A questão da organização e ocupação do tempo é importante para quem perdeu emprego. Que estratégias desenvolvem na conquista de emprego e na ocupação do tempo? Como se caracterizam as trocas e solidariedades familiares no desemprego?

It is clear that the social and historical aspect of work centrality in citizen’s lives has its downside as it is responsible for the decreasing number of workers within a society and economy that, in order to develop itself, expects everyone to consume but lays off workers.
Therein lies a paradox that raises some issues as the work centrality in human life, the personal life and professional cycles and the social status of each individual and family regarding their position in the job market.
Unemployment is a complex issue when analysed in a quantitative and qualitative perspective as it influences people and societies and is also linked to social disqualification processes (Gallie and Paugam, 2000). The negative psychological and social impact of unemployment points out the relevance of employment standards (Schnapper, 1998). Unemployment is defined as a social process. Therefore, timelessness is totally relevant. On this account, “unemployments” within unemployment are being taken into consideration. This is all about the general sociological reality, not the unemployment’s homogeneity. Our approach considers the presence of social and demographic categories of several material and symbolic resources within unemployment that have an influence over society and the individuals.
There are social categories related to exclusion and marginality resulting from the notion of work/non-work and employment/unemployment. The material deprivations caused by unemployment may not only lead to impoverishment but also to the breaking of social bonds and individual stigmatisation due to the status loss.
The label “unemployed” and all those policies and social measures intend to control and support the unemployed although the cut in social funds does not allow facing the risk of social disintegration of many individuals.
Since unemployment and the proliferation of unemployed populations are increasing, could it be that we are leaving the civilization of work to become an unemployment subculture (Casal, 1998)?
Modern societies provide their individuals with rights that include personal identity, private life, education, health care, a job and social protection, among others, all of them established in national and international documents. These rights present a great diversity when it comes to comparing them with different social policies linked to protection levels. Do unemployed citizens have the right to the personal autonomy included in the search for personal fulfilment? Does the lack of permanent jobs translate the end of work? Will that social and economic reality correspond to a cultural picture where work is an endangered value, as C. Méda (1999) proposes? What is the unemployed workers’ position when they are interviewed about work? The unemployed role, how is it built and lived in every social multiplicities? How do they relate to the public system for unemployment? How do they endure unemployment and react to it? Organisation and time occupation is an important issue for those who lost their jobs. Which are their strategies in this quest for a job and time occupation? How to describe the relations and solidarity within unemployed families?
