Der Begriff "Gericht" bereitet keine Schwierigkeiten, versteht man darunter jede Stelle, die das jeweilige nationale Recht als Gericht bezeichnet.
Translation - English The preliminary ruling procedure is designed as a procedure between courts. Therefore only those petitions for a preliminary ruling are admissible which are made by the "court of a member state", that is, a "single state court".
The concept of "court" poses no problems, as it means each entity which the appropriate national legal system identifies as a court.
