Avec son programme de reforestation des zones arides du nord, la Chine s’est engagée dans son plus vaste chantier environnemental. Une muraille verte à mi-étape de sa construction avec, pour objectif, la plantation de 35,6 millions d’hectares d’arbres sur 4 500 km d’est en ouest.
Après des décennies de régression de sa couverture forestière, processus qui s’était accéléré au cours du xxe siècle avec la surexploitation des zones boisées de Mandchourie pendant la période d’occupation japonaise et après-guerre, avec l’expansion démographique à laquelle elle eut à faire face, la Chine s’est engagée, cinquante ans après le lancement du programme du « front de la sylviculture », dans une dynamique de reforestation. Avec un accroissement de 2,5 millions d’hectares de ses zones boisées entre 1990 et 2010 selon les chiffres de l’Organisation des Nations unies pour l’alimentation et l’agriculture (FAO), elle s’est même hissée à la tête des nations en matière de forêts plantées et, avec un total de 195,5 millions d’hectares, au cinquième rang mondial par sa superficie forestière, après la Russie, le Brésil, le Canada et les États-Unis.
Parmi les politiques volontaristes engagées par les autorités de la République populaire de Chine (RPC) pour inverser le processus de déforestation dans le nord du pays, le lancement du projet de la grande muraille verte visant à freiner la progression vers le sud et l’est du désert de Gobi, zone aride d’une superficie équivalente à la moitié de celle du désert d’Arabie. En ligne de mire depuis 1978, année du lancement du projet du système des bandes forestières protectrices, le dragon jaune, vent de sable saisonnier venu du désert du Taklamakan. Soufflant sur le Gansu, le Qinghai et la Mongolie intérieure, il se fait sentir, à la manière d’un sirocco extrême-oriental, jusqu’en Corée et au Japon.
Un projet titanesque à l’image de la Grande Muraille ou du grand canal reliant Hangzhou à Pékin. À l’horizon 2074, cette barrière végétale de 4 500 km s’étendant du Xinjiang à l’est jusqu’au Heilongjiang à l’ouest serait couverte de 100 000 milliards d’arbres dont la moitié a été plantée à ce jour. Une augmentation de la surface boisée du pays de 15 % d’ici à 2050.
La grande muraille verte tiendra-t-elle ses promesses ? L’enjeu est de taille pour la Chine qui, dans sa partie nord, fait face depuis une dizaine d’années à une sécheresse endémique qui s’est manifestée notamment par l’augmentation de la fréquence des tempêtes de sable du dragon jaune. Pékin et Tianjin en souffrent particulièrement.
De nombreuses difficultés sont encore à surmonter, le système des plantations à améliorer à l’aune du génie environnemental appliqué. Ce qui est certain, c’est que ce projet a fait des émules en Afrique avec le lancement d’une autre grande muraille verte à la limite du Sahel sur le modèle du projet chinois et en coopération avec l’expertise de la Chine populaire. Mais le processus de réchauffement climatique auquel la RPC est confrontée s’exprime dans tout le Pacifique. En Australie, le pourcentage de sols couverts de déserts et de zones plus ou moins arides atteint les 75 % de sa superficie et le pays subit depuis trois ans une sécheresse inédite par son intensité. En Californie, c’est l’État le plus riche du monde qui est touché depuis une décennie. Sur plus de 80 % de son territoire, l’érosion éolienne sévit, les nappes phréatiques, les rivières et les lacs sont au plus bas ou disparaissent. Des milliers d’hectares agricoles sont en jachère et des millions d’habitants sont rationnés en eau. L’année dernière, une hausse significative des feux de forêt a été observée par rapport à la moyenne enregistrée au cours des années antérieures. La situation s’annonce très mauvaise encore pour l’année qui vient. L’action publique est quasiment au point mort. Au pays de la Silicon Valley aux rêves transhumanistes, des lois datant de plus d’un siècle permettent à quelques milliers d’usagers privilégiés dont des grandes entreprises telles Pacific Gas & Electric Company ou la San Francisco Public Utilities Commission, certaines grandes exploitations agricoles capitalistes ou certains particuliers d’être détenteurs de plus de la moitié des droits d’usage des rivières et des ruisseaux ainsi que de consommer l’eau sans contrôle.
La multiplicité et la diversité des écosystèmes sur les millions d’hectares concernés par le projet de la grande muraille verte sont un vaste chantier où la science écologique trouve un champ d’expérimentation inédit et exigeant. Si la grande muraille verte de Chine et le programme de reforestation chinois sont encore à consolider pour répondre à leurs promesses, pour paraphraser Blaise Cendrars, au-delà du Pacifique, la grande muraille de l’or, en tout cas, semble les tenir au-delà de toute attente.

With its programme to reforest the arid zones of the North, China has embarked on its
greatest environmental project. A green wall is in the process of being constructed ;
its aim, to plant 35,6 million hectares of trees over an area of 4 500 kilometers,
stretching from east to west. Following decades of diminishing forests, a process
which has accelerated throughout the twentieth century, due to the over-exploitation
of Manchourie’s woodlands during Japanese occupation and the post war period,
along with the demographic growth which it has had to confront. Fifty years after the
launch of its programme ’the forestry front’, China has committed itself to a whirlwind
of reforestation. With an increase of 2,5 million hectares of woodland between 1990
and 2010 according to the UN’s Food and Agriculture Organisation, China has pushed
itself to the top of the list of nations in terms of the number of forests planted, and
with a total of 195,5 million hectares, it ranks 5th place, after Russia, Brazil, Canada
and the US for its forested areas.
Amongst the voluntary policies put in place by the authorities of the People’s Republic
of China (PRC) to reverse the process of deforestation in the north of the country, the
launch of the Great Green Wall project aims to slow down the infringement of the
Gobi desert to the south and the east, an arid zone with a surface area equivalent to
half that of the Arabian desert. Since 1978, the year the project to create
protective strips of forests was launched, efforts have focussed on the yellow dragon ;
a seasonal dust storm, blowing up from the Taklamakan and crossing the Gansu, the
Qinghai and the Mongolian interior, before making itself felt, like a far-eastern
Sirocco, as far away as Korea and Japan.
A vast project, comparable to the Great Wall or the Grand Canal which links
Hangzhou to Peking. By 2074, it is expected that the 4,500km long barrier will
extend from Xinjiang in the east to Heilongjiang in the west ; a total of 100 000
billion trees, half of which have already been planted. This represents a 15% increase
in woodland between now and 2050.
But can the Great Green Wall fulfill its promises ?
The stakes are high for China, which for a decade or so has had to deal with an
endemic drought made manifest by an increase in the frequency of the yellow dragon
sand storms, the brunt of which is bourne by Peking and Tianjin.
Numerous problems still need to be overcome, e.g.: an improved plantation system in the
light of applied environmental engineering. But what is certain is that similar
projects have been adopted in Africa with the launch of another green wall running
along the Sahel, modeled on China’s and constructed with the cooperation of
Chinese experts. However, the process of global warming confronted by the PRC is
the same throughout the Pacific. In Australia, 75% of the land is desert or semidesert
and for the past three years the country has suffered drought which has been
unprecedented in it intensity. For a decade California, the richest state in the world,
has been affected. More than 80% of its surface area has been affected by wind
erosion; the water tables, the rivers and the lakes are at their lowest level or have
completely disappeared. Thousands of hectares of agricultural land are lying fallow
and millions of people are subject to water rationing. Last year, a significant increase
in the number of forest fires was recorded, compared to previous year’s averages.
And the situation looks worse for the year ahead. Public action is at an all time low.
In Silicon Valley, the land of super-human dreams, laws dating back a hundred years
allow a thousand privileged few to benefit from more than half of the user rights of the rivers and streams, as well as being able to consume unlimited amounts of water. These include large businesses such as the Pacific Gas and Electric company, the San Francisco Public Utilities Commission, and a few highly capitalized agricultural organisations, as well as a few individuals
The number and diversity of the ecosystems over the million hectares covered by the
Great Green Wall represent a vast laboratory in which ecological science will have an
unprecedented and challenging field study at its disposal. If China’s Great Green
Wall and its forestation programme are still in need of consolidation in order to fulfill
their promises, to parphrase Blaise Cendrar across the Atlantic, the Great Golden
Wall is keeping its own promises at all costs.

Kishore Singh, rapporteur spécial des Nations unies sur le droit à l’éducation, dénonce l’explosion de la privatisation de l’éducation dans les pays en voie de développement. Un phénomène qui aggrave les inégalités et développe un enseignement très utilitariste.
Comment expliquer cette explosion de la privatisation de l’éducation dans les pays en voie de développement ?
Singh Lors du Forum mondial sur l’éducation de Dakar, en 2000, les États et la société civile internationale se sont engagés à permettre l’accès de tous les enfants à un niveau scolaire équivalent à l’école primaire d’ici à 2015. Cette ambition repose sur un droit de l’homme fondamental, celui du droit à l’éducation. Que constate-t-on quinze ans plus tard ? Des disparités grandissantes et des dépenses publiques pour l’éducation en diminution dans de nombreux pays. Dans un monde en pleine mutation, l’école publique fonctionne parfois sans aucune norme, les enseignants ne sont pas ou peu formés, les enfants disposent peu de manuels et le niveau de leur acquis reste faible. Dans ce contexte, qui semble s’aggraver, la privatisation explose. D’une manière générale, les États n’ont pas fait grand-chose pour empêcher le mouvement de privatisation. Certains en ont même été complices en subventionnant le système privé au détriment du public. La reconfiguration des services publics au sein de la mondialisation néolibérale a placé l’éducation dans les phares du privé, notamment des entreprises à but lucratif.
Dans le rapport que vous avez présenté en octobre à l’ONU, vous alertez sur les violations au droit à l’éducation que produit ce mouvement de privatisation…
Kishore Singh La privatisation touche tous les niveaux de l’éducation, de la petite enfance à l’enseignement supérieur. La création d’écoles à bas coûts, destinés aux enfants des familles défavorisées, est l’une des manifestations emblématiques de cette explosion. À côté des écoles très chères, destinées aux plus fortunés, fleurissent ces écoles privées « low cost ». Ces écoles payantes restent chères d’ailleurs pour les familles les plus pauvres. L’argent conditionne donc l’accès à l’école, ce qui constitue une première discrimination. Seconde discrimination, l’exclusion des filles. Les parents, contraints au choix parmi leurs enfants, privilégient souvent la scolarisation de garçons. De nombreuses familles se laissent séduire par les campagnes de communication très agressives de ces écoles. Elles promettent aux élèves un avenir radieux dans la mondialisation. Et proposent un enseignement souvent très utilitariste. La place accordée aux valeurs humanistes de l’éducation – le respect mutuel, la tolérance, la non-violence, la démocratie, la paix – recule dans un tel contexte. On peut craindre que la seule valeur prise en compte soit l’argent. Que l’école devienne une marchandise est inadmissible.
Que préconisez-vous pour l’après-2015 et compte tenu du chemin très long qu’il reste à parcourir pour instaurer le droit à l’éducation pour tous ?
Kishore Singh L’éducation est un bien commun. Elle profite à chaque personne et à la société dans son ensemble. Il faut le réaffirmer. C’est pourquoi, je recommande davantage d’investissement national dans l’éducation, qui est le socle de développement humain. Les gouvernements dans les pays en développement doivent aussi assumer la responsabilité qui est la leur d’assurer une éducation de bonne qualité à tous les enfants. Il convient aussi que soit mis en place un cadre de coopération internationale fondé sur le principe de la solidarité internationale.

Kishore Singh, UN Special Rapporteur on the right for education, denounces the boom in the privatisation of education in developing countries – a phenomenon which exacerbates inequality and fosters a utilitarian style of teaching.
So how can this boom in the privatisation of education in developing countries be explained ?
During a world forum on education, which took place in Dakar in 2000, the States and the International Civil Society made a commitment to make primary schooling accessible to all children by 2015, an aim which rests on a fundamental human right : education. So what developments have taken place in those fifteen years ? Increasing disparities and decreasing public expenditure in a number of the countries involved. In a rapidly changing world, state schooling is not always standardised, the teachers are barely trained, if at all, there is a shortage of materials and the level of student achievement is often low. In a situation such as this, and one which seems to be getting worse, privatisation flourishes. The state generally does very little to prevent this steady movement towards privatisation and some have even been complicit: subsidising the private system to the detriment of public education. The reconfiguration of public services at the heart of neoliberal globalisation has placed education in the hands of the private sector and in particular in those of profit-making companies.
In the report which you gave to the UN in October, you warned against the breaches, produced by privatisation, in the right to education.
Kishore Singh: Privatisation affects every level of education from nursery to university. The creation of ’low-cost’ schools for underprivileged children is just one example of this boom. Flourishing alongside the expensive schools, which only the most wealthy can afford , are these ’low-cost’ private schools, the fees of which are still too high for the poorest families to pay. Money therefore determines access to education and this is just the first level of discrimination. The second concerns the exclusion of girls. Parents faced with choosing between their children will most often favour the education of their sons. Many families are taken in by these schools’ aggressive communication campaigns in which their children are promised a glorious future in a globalised world. The style of teaching on offer is often extremely utilitarian and consequently the human qualities associated with education: mutual respect, tolerance, non-violence, democracy and peace are forced to take a back seat. It seems that money is the only thing of value. That education should be reduced to a commodity is intolerable.
What recommendations do you have for the future, bearing in mind that the right to education for all still seems a long way off ?
Kishore Singh: Education is common property. It benefits the individual and society in general. It has to be reaffirmed. This is why I recommend an increased national investment in education because it is the very core of human development. The governments of developing countries should also take responsibility to ensure that all children receive a quality education. It is also essential to establish a framework of international cooperation, based on the principle of international solidarity.
