The foremost challenge was to ensure that the corporate objectives were translated into meaningful projects and that the individual projects summed up to the intended whole. The CeBA team and the PMO ensured this through the resource plan that was communicated to the entire CeBA organisation. Communication in CeBA was frequent and informal, often in the form of stand-in sessions. The Programme directors and the wider CeBA organisation were motivated by success and wanted to be in the vanguard of transforming the business. CeBA managed to develop a reputation within the airline as the place where the ‘action’ was, where old ideas were confronted and new ones experimented on. Many of the CeBA organisation were enthusiastic and talented, driven by making progress and achieving quick wins. The energy was reflected in the physical environment, in the form of changes to office layout, the less formal setting and attire.
External stakeholder management was delicate because BA.com contributed only a small proportion of overall BA revenue at the time (6%) but set the agenda for the rest of the airline. The traditional fare structure was revamped, existing processes were discarded and controls challenged. Stephanie felt that many in the airline did not grasp the need for change or the sense of urgency. Much of the airline was disconnected from the culture change in CeBA and consequently posed significant resistance to CeBA-initiated change. BA was full of experts in their own domains who voiced their differences at every point. There were several painful debates and disputes. Further, Stephanie had to contend with a clash in priorities among the Sales, Services, Executive Club and Marketing departments. The CeBA team tried to get alignment of these different agendas into a single priority list that represented a unified response targeted at the customer. This list was reviewed and updated monthly.
CeBA closely reflected the principles of lean management - focus on high value items, ruthless prioritization and waste minimization. The different frameworks and processes of CeBA were a shock to employees who were reluctant to accept the new structure and control mechanisms. BA staff were not used to scorecards monitoring their performance against targets, displayed on public notice boards. The CeBA team was careful not to replace one form of bureaucracy with another. Simon and the team repeatedly questioned the value of the new processes in CeBA while they sought to avoid a fragmented approach, establish a common interface to manage cross-functional risks and make life easy for people in the line areas.
