Source text - English Effectuation of Korea-US FTA
The South Korea-US free trade agreement went into effect as of midnight on Thursday. Considerable benefits are expected as more affordable US products will be a help to consumers. Exports and jobs will also increase. But major losses in vulnerable domestic sectors such as agriculture, livestock and fisheries are a pressing concern. The sharp public divide over the FTA must also be addressed.
Former President Roh Moo-hyun expressed hopes for free trade talks with the US for the very first time during his 2006 New Year's address. The launch of FTA talks was officially declared and the two sides began actual negotiations on June fifth, 2006. The first round of talks opened in Washington. Negotiations were concluded in April 2007 and following an additional round of talks, the trade deal was signed on June 30th, 2007.
The process thus far was difficult enough but the real challenge lay ahead. The trade deal's implementation process halted when President Barack Obama, who was negative toward the Korea FTA, took office. Obama thereafter showed renewed interest in the trade accord, and South Korean and US leaders narrowed their differences during summit talks and the FTA momentum was revived.
Through additional trade talks, the two sides revised the agreement and concluded the deal on December third, 2010. The US Congress ratified the FTA last October and the Korean National Assembly followed suit in November.

한미 자유무역협정(FTA)이 목요일 자정으로부터 발효되었다. 더 저렴한 미국상품들이 국내 소비자들에게 도움을 주고 수출과 고용이 증가하는 등 국내경제에 긍정적 영향을 미칠것으로 기대된다. 그러나 농업, 축산업, 수산업과 같은 내수산업에는 주요손실이 있을것으로 보인다. 자유무역협정(FTA)에 대한 날카로운 여론 또한 표명되어야할것이다.
노무현 전대통령이 2006년 신년사에서 처음으로 미국과의 자유무역에 대한 희망을 표명했다. 자유무역협정 대화가 공식화 되었고 2006년 6월 5일에 양방 협상이 실질적으로 시작되었다. 첫번째 대화는 Washington에서 열렸다. 협상은 2007년 4월에, 두 번째 협상은 2007년 6월 30일에 체결되었다.
지금까지의 과정도 어려웠지만 더 어려운 일들이 앞으로 남아있다. 한미무역협정에 부정적이었던 오바마 대통령 정권이 들어서면서 무역협정의 실행이 중단되고 있다. 오바마 대통령은 그 이후 무역협정에 새로운 관심을 표명하였고 한 미 지도자들은 대화기간동안 입장차이를 좁혀 자유무역협정이 다시 살아날것으로 기대된다.
또 다른 대화를 통해 양측은 합의점을 찾았고 2010년 12월 3일 협정이 체결되었다. 미의회는 지난 10월에, 한국국회는 11월에 각각 자유무역협정을 인준하였다.

무아마르 카다피 전 국가원수가 20일 사망함으로써 8개월여 끌어왔던 내전은 막을 내렸다. NTC, 즉 국가과도위원회는 23일 공식적으로 ‘해방’을 선언했다. 이에 따라 리비아는 이제 사회 통합을 이뤄 새 정부를 구성하고, 내전으로 무너진 경제를 재건하는 일에 나서는 단계에 들어서게 됐다.
리비아는 아프리카 제1의 산유국으로 카다피 정권 하에서 이른바 ‘오일 머니’를 이용한 개발이 많이 이뤄졌다. 한국 기업이 담당한 대수로공사는 대규모 수로를 건설해 사막을 녹지로 바꾸는 초대형 프로젝트였다.
전후 복구 사업, 이른바 리비아 재건 시장 규모는 대략 1,200억 달러 규모가 될 것이란 추산이다. 세계 각국은 이미 리비아 재건 시장을 선점하기 위해 발 빠르게 움직이고 있다는 소식이다.

The approximately eight months long civil war came to an end with the death of the country’s leader, Moammar Gadhafi, on the 20th. The NTC (National Transitional Council) officially declared liberation on the 23rd. Accordingly, Libya hopes to form a new government through social integration and seeks to rebuild an economy damaged by civil war. Libya is number one oil producer in Africa, and a lot of development, so called “oil money” was built under the Gadhafi regime. Many Korean companies have completed super projects, which convert deserts into arable land through the construction of a large canal.
Post war reconstruction projects, so called “Reconstruction of Libya Market” is estimated at approximately 1.2 trillion dollars value. It is reported that countries around the world are already making swift efforts to preempt Libya’s reconstruction market.

최근 일본에서는 신(新)한류 열풍이 불고 있다. 신한류란 k-pop을 중심으로 주로 젊은이들 사이에서 한국의 대중문화가 유행하는 것을 가리키는 말이다. 드라마를 중심으로 중년 여성층에게 인기를 끌었던 이전의 한류와는 유행 장르와 주된 소비층에서 차이를 보인다. 일본에서 신한류가 본격화된 것은 2010년 소녀시대와 카라가 일본으로 진출하면서부터이다. 두 한국 걸그룹의 일본 데뷔는 NHK 방송국의 9시 뉴스에서 첫 번째로 소개될 만큼 주목을 받았다. 두 그룹은 곧 의상이나 안무 등이 이슈가 되며 인기를 얻었고, 이는 음반판매량의 증가를 불러왔다. ‘오리콘 연간 랭킹 2010’에서 소녀시대와 카라는 각각 신인가수 싱글 앨범 1위와 신인가수 정규 앨범 1위를 차지했다. 게다가 올해에는 두 그룹 모두 일본의 최대 연말 프로그램인 에도 출연한다. 은 평균 시청률 40%를 자랑하는 일본의 국민 프로그램으로, 소위 ‘국민가수’들만이 출연할 수 있는 방송이다.

Recently, there is a craze for the New Hallyu (Korean Fever) in Japan. New Hallyu is a neologism referring to the Korean pop culture, especially centered on K-pop, is mainly popular among young people. It is different from the previous Hallyu which was drama-centered and mainly popular among middle-aged Korean women in genre and the main consumer group. Hallyu was kicked into high gear when both Girls’ Generation (SNSD) and Kara made it big in Japan in 2010. The debut of two Korean girl groups in Japan got sufficient attention so as to be introduced on the NHK 9 o’clock news. Soon, the costumes and the choreography of the two girl groups became an issue, got popular, and brought an increase in album sales. Girls’ Generation (SNSD) and Kara topped the new singer single album and the new singer regular album at 'Oricon Annual Ranking 2010' respectively. In addition, both groups appeared in “Kouhaku” which is the biggest year end program in Japan. “Kouhaku” is a Japanese national program boasting an average viewers rating of 40 percent and only so-called “national singers” can appear in the program.
