كما أن هناك أيضًا مسألة النوايا العدوانية للدولة. فكيف يمكن لدولة ما في هذا النظام الدولي الفوضوي أن تعرف ما إذا كانت دولة أخرى لديها نوايا عدوانية؟ فقبل أزمة الخليج، كان واضحًا بما فيه الكفاية أن العراق، والتي حشدت قواتها على الحدود مع الكويت، كانت لديها نوايا عدوانية تجاه جارتها الخليجية. لكن ماذا عن حالة أخرى مشابهة في التاريخ الحديث نسبيًا، عندما حشدات ألمانيا قواتها على حدود الاتحاد السوفيتي في عام 1941م استعدادًا لانطلاق عملية بارباروسا. فرغم أن الاتحاد السوفيتي كان يدرك جيدًا الوجود العسكري الألماني على أعتابه، إلا أنه رفض الاستجابة لتحذيرات القوى الغربية لعدة شهور وتمت السيطرة عليه كليًا وعلى حين غرة عندما قامت ألمانيًا أخيرًا بشن هجومها. كيف يمكن تفسير فشل الاتحاد السوفيتي في إدراك النوايا العدوانية لألمانيا؟

Then there is also the issue of a state’s aggressive intentions. How is it possible for one state to know in an anarchic international system whether another state has aggressive intentions? Before the Gulf crisis, it might have seemed straightforward enough that Iraq, having amassed troops on the border of Kuwait, had aggressive intentions toward its fellow Gulf state. But what about another similar case in relatively recent history, when in 1941 Germany had amassed troops on the border of the Soviet Union, poised to launch Operation Barbarossa? Although the Soviet Union was well aware of the German military presence on its front doorstep, it refused to heed warnings from Western powers for months and was caught completely off guard when the Germany finally did launch its attack. What explains the Soviet Union failure to perceive Germany’s aggressive intentions?
